ICF Senior Business Analyst- Remote in Reston, Virginia

We are open to supporting 100% remote work anywhere within the US

ICF is seeking an experienced Product Owner/Business Process Expert with expertise in functionality for no-code/low code platforms such as Salesforce, Microsoft Power Platform, Appian, or Pega. You will be part of our Digital Modernization team supporting an exciting opportunity at the Department of Veteran’s Affairs (VA). This opportunity is contingent on contract award and can be performed remotely.

Position Responsibilities

  • Support all aspects of development of solutions using no-code/low-code platforms including requirements, design, testing and delivery of web-based tools, though primary function will focus on requirements, design and implementation

  • Oversee the Low-code/No-code Center-of-Excellence (COE) architecture from a technical perspective

  • Lead and manage a Tier 2/Tier 3 Support and Sustainment team

  • Engaging with end-users to understand business needs to develop and document requirements

  • Developing documents in support of the integration of multiple applications and development of new application features

  • Logging incoming requests/work in team tools (Jira/Confluence)

  • Understand your audience and utilize excellent written and oral communications skills appropriately based on the context, role, rank, and requirements from a varied potential audience base. Must be able to clearly articulate dependencies in plain language with a call to action.

  • Strategize across audiences by applying knowledge of business architecture and Low-Code No-Code system of system engineering to identify, manage, and resolve solution delivery risks, future requirements, and prioritization change management.

Required Skills:

  • 5+ years of experience and depth of understanding of PaaS No-code/Low-code platforms such as Microsoft Power Platform, Appian, and Pega and experience with large scale PaaS platforms deployments.

  • 2+ years’ experience conducting and leading interviews to gather and validate requirements

  • 1+ years’ experience in documenting requirements and specifications for web and/or software development teams

  • 1+ years' experience with technical writing and developing technical requirements documents

  • Certified SalesForce Administrator

  • At least two of the following Salesforce Design Certifications: Certified Identity and Access Management Designer, Certified Data Architecture and Management Designer Certified Sharing and Visibility Designer, Certified Development Lifecycle and Deployment Designer, Certified Integration Architecture Designer.

  • Two mid-level industry recognized certifications for No-code/Low-code platforms such as Microsoft Power Platform, Appian, and/or Pega.

  • US Citizenship or Green Card is required

  • Must Reside in the United States (U.S.)

  • Currently possess or have ability to obtain a VA Public Trust Clearance

Desired Skills:

  • Experience developing standard documentation, including requirement and design specifications, use cases, and other supporting system documentation

  • Experience scoping work efforts into actionable pieces for delivery

  • Excellent analytical and problem-solving skills

  • Familiarity with Agile Scrum methods

  • Previous experience at the VA or previous military experience is desirable.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$76,848.00 - $130,642.00
