JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Applied Research Laboratory at Penn State University is searching for a Multi-Disciplined Research and Development Engineer to lead program development and serve as a representative and liaison with key program sponsors from the Intelligence Community. This position will report directly to the Deputy Director and head of the Communications, Information, and Navigation Office; however, this position will support and represent competencies across the entire Laboratory. You will also participate in and contribute to business strategy and internal R&D investment planning. Your work location will be located in Reston, VA.

Other responsibilities may include (consistent with the selected candidate’s skill set):

  • In consultation with the ARL research leadership, engage with the Intelligence Community to identify ARL capabilities and activities necessary to support US interests

  • Develop and maintain a strategy for engagement with the Intelligence Community;

  • Communicate a compelling vision that inspires and motivates others

  • Provide technical and/or programmatic leadership for multiple programs and research projects of national significance

  • Coordinate research and development activities between disciplines involving exploration of subject areas, definition of scope, and selection of problems for investigation

  • Develop and recognize novel strategies, designs, concepts, trends, and approaches and convert those into programs

  • Act as liaison with internal and external constituents

  • Act independently on technical matters

  • Lead new initiatives

  • Demonstrate a high level of diplomacy in persuading and influencing a wide variety of people at various levels and locations to achieve results

Minimally requires a bachelor’s in an engineering or science discipline and 14 years related experience for the senior professional level. Additional education or experience is required for higher level positions. Master’s degree or higher is preferred.

Additional responsibilities for the principal professional level include:

  • Work on complex problems that impact the current design success or address broad design issues of future products or technologies

  • Direct and/or provide principal contributions to major proposal preparations, presentations, plans, and executions

  • As appropriate, perform a mix of high-level program management and engineering work, and provide expert-level subject matter expertise

Applied research experience in one or more of the following areas is required:

  • Intelligence Community Programs

  • Surveillance and reconnaissance in extreme environments

  • Sensors, communications, command & control

  • Unmanned systems (undersea and air)

  • Material science and engineering

  • Data science and cyber technologies

The proposed salary range may be impacted by geographic differential.

The salary range for this position, including all possible grades is:

$123,200.00 - $219,600.00
