ICF Business Analyst in Reston, Virginia

Description

ICF is growing and we’re currently hiring a Business Analyst to join our new and exciting opportunity serving the Quality Reporting Programs for our federal client.

Our Agile team is seeking a highly skilled and experienced Business Analyst to support a federal client in developing and refining business requirements for a website that facilitates comparing doctors to help users find the best healthcare for their needs. The ideal candidate will have a minimum of 3 years of relevant experience, a bachelor's degree, and excellent communication skills.

Our Business Analyst is responsible for coordinating with data providers to complete new measure templates, which outline the content and data layout of any new measures publicly reported on the website, ensuring the data is appropriately QA’d and parsed prior to publication on the federal client’s public website, and is able to lead automation effort for QA. The Business Analyst will also be responsible for collecting measure suppression requests and work with the Data Governance Team to create a suppressions file appropriately applying the approved suppression request where appropriate and maintaining a downloadable data dictionary. This position will be responsible for the maintenance and proper management of the backlog as well as troubleshooting/resolving content management issues. The Business Analyst is also responsible for responding to HelpDesk inquiries related to quality measures on the website.

Key Responsibilities/Job Duties:

  • Requirement Gathering and Analysis:

  • Collaborate with federal clients and stakeholders to understand business needs and objectives.

  • Conduct detailed analysis of business processes, workflows, and data to define comprehensive business requirements.

  • Develop and document clear, concise, and testable business requirements for the website.

  • Documentation and Communication:

  • Create and maintain detailed requirement documentation, including functional specifications, use cases, and user stories.

  • Facilitate meetings and workshops to elicit requirements and ensure alignment among stakeholders.

  • Communicate effectively with technical and non-technical stakeholders to ensure understanding and agreement on requirements.

  • Project Support:

  • Work closely with development teams to ensure requirements are understood and implemented correctly.

  • Participate in testing and validation activities to ensure the website meets business needs and quality standards.

  • Provide ongoing support and updates to stakeholders throughout the project lifecycle.

  • Quality Assurance/UAT:

  • Review and validate website features and functionality against documented requirements.

  • Identify and report discrepancies, issues, and areas for improvement to ensure the website delivers optimal user experience.

Basic Qualifications:

  • Bachelor’s degree in Business Administration, Information Technology, Computer Science, or a related field and 3 years’ experience in healthcare IT or Master’s degree and 1 year experience

  • 1 +year of experience with federal websites and working knowledge of Section 508 Accessibility of Information and Communications (ICT) Technology

  • 1 +year of experience with content management platforms, such as Drupal and Word Press

  • 1 +year of experience with APIs, html, csv, json and other data management mediums, such as reviewing content and providing feedback on corrections to be made to the data

Preferred Qualifications

  • Certification in Business Analysis (e.g., CBAP, PMI-PBA).

  • Experience with Scrum Framework, Scaled Agile Framework (SAFe) experience a plus

  • Experience working with federal clients such as the Centers for Medicare and Medicaid Services (CMS)

  • Experience with Quality Reporting programs and related quality measures

  • Experience with Star Ratings

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$63,511.00 - $107,968.00
