Responsibilities Process and manage federal and state environmental laws, regulations, and standards (such as Resource Conservation and Recovery Act (RCRA) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)). Ensures hazard abatement and safety during cleanup activities at remediation and restoration sites. Directs contractual work efforts to assure that federal funds are properly expended and that contractors are utilized effectively and efficiently. Direct assessment and inventory methods, restoration techniques as well as technologies for remediation and management of sites contaminated with hazardous waste/hazardous substances. Provide leadership in developing and maintaining partnerships as well as working effectively with other disciplines and with other organizations to build strategic relationships and achieve common goals. Provide oversight and risk analysis to anticipate, identify, evaluate issues, and recommend creative, innovative consistent with agency practices and policy. Adapt and apply professionally accepted technical procedures and strategies to address risks from hazardous materials, wastes and substances in conformance with applicable laws and regulations. Initiates reviews of environmental studies, designs, and reports to ensure conformance with environmental policies and procedures; ensure compliance and protection of employees, the public, and the environment. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must meet one of the following series requirements: 0401 Series: A) Have a bachelor`s degree in biological sciences, agriculture, natural resource management, or chemistry OR B) Have a combination of education and experience equivalent to a major in biological science (at least 30 semester hours) courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or a related discipline. 0819 Series: A) Have a degree in Engineering, to be acceptable, the curriculum must: (1) Lead to a bachelor's degree in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics ORB) Have a combination of education and experience-college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to mining engineering. The adequacy of such background must be demonstrated by ONE of the following: Professional registration - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam or Puerto Rico. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam or Puerto Rico. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. The courses must be fully acceptable towards meeting the requirements of a professional engineering curriculum as described in paragraph A. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate professional field, e.g. engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided that applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. 1301 Series: A) Have a degree in physical science, engineering or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR B) Have a combination of education and experience-education equivalent to one of the majors listed above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level. At this level, work is performed under general administrative supervision. The work requires extended professional experience and a wide latitude for the exercise of independent judgment in determining appropriate cleanup actions, methods, and tools for hazardous material management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The ability to travel by air and surface vehicle is required, as well as periodic physical examinations where there is potential for exposure to toxic and hazardous materials. Considerable walking, stooping, bending, and climbing such as in performing construction activities, observe an study work operations, and conducting field inspections of potential hazardous material disposal sites are performed thus requiring the donning of respiratory protective equipment including a containment suit. Inability to meet these qualifications could result in endangerment of the incumbent and co-workers. Frequent travel is required with little or no advance notice and sometimes under adverse weather conditions. May lift up to 50 lbs in equipment and samples. Work Environment: The work involves regular and recurring exposure associated with superfund cleanup sites. These include to moderate risks, discomforts, and unpleasantness such as toxic chemicals, variety of temperatures, and potentially adverse weather conditions, contagious diseases, carcinogenic materials, noxious fumes, flammable liquids, radiation, or potentially pathogenic bacteria.Specialized safety training as required in order to meet field health and safety standards. Special safety precautions such as protective clothing and gear are necessary. Education This position falls under the Professional and Scientific Series 0401, 0819, and 1301. If using education to qualify, submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. There is no substitution of education for specialized experience at the GS-13 level.
