Classification Description Summary

Under general direction, oversees and coordinates the operations of Council Relations and support staff; develops and maintains relationships between organization and council, committees, and regulatory bodies; provides streamlined access and service delivery to the community and provides highly sensitive and complex administrative support to Council; coordinates assigned activities with other divisions, outside agencies, and the general public.

Essential Functions

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Build and maintain strong relationships with council members, committees, and regulatory bodies; identify key stakeholders and establish effective lines of communication; monitor and analyze council proceedings, policies, and decisions that may impact the organization.

  2. Collaborate with cross-functional teams to ensure alignment on council-related initiatives; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; provide timely updates on council-related activities and developments to internal teams.

  3. Assume management responsibilities for assigned services and activities of the Council Relations including enforcement and compliance of relevant laws, ordinances, rules, and regulations; attend council meetings, hearings, and relevant industry events to represent the organization's interests.

  4. Select, train, motivate, and evaluate council relations personnel; provide or coordinate staff training; work with employees to correct deficiencies; develop and implement strategies to enhance the organization's image and credibility.

  5. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures; research and analyze proposed policies, legislation, and regulations affecting the organization.

  6. Work closely with internal stakeholders, including leadership, management, legal, and other related areas; respond to inquiries and concerns from council members, committees, and regulatory bodies.

  7. Assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

  8. Oversee and participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.

  9. Proactively manage the organization's reputation within the council ecosystem; collaborate with the communications team to craft clear and consistent messaging.

  10. Manage council relations by fostering positive relationships and effectively communicating council strategies and initiatives to external and internal entities.

  11. Attend and make presentations before City Council regarding council relations related items

  12. Serve as the liaison for Council Relations with other divisions, departments and outside agencies. Provide responsible staff assistance to the leadership; conduct a variety of organizational studies and operational studies; recommend modifications to council relations, policies, and procedures as appropriate.

  13. Coordinate council relations activities with those of other divisions and outside agencies and organizations.

  14. Perform related duties as required.

Oversee and participate in the management of a comprehensive council relations programs.

Coordinate and direct public communications and community relations programs

Analytically research, evaluate, and articulate complex policy issues.

Oversee, direct and review the work of assigned staff, including the provision of customer services, issuance of council relations and various clerical functions.

Select, supervise, train, motivate, and evaluate staff.

Elicit community and organizational support for City operations and programs.

Participate in the preparation and administration of assigned budgets.

Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit.

Work cooperatively with other departments, City officials, and outside agencies.

Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.

Recognize non-compliance and compliance with applicable council relations ordinances.

Analyze problems, identify solutions, and project outcomes.

Respond to requests and inquiries from the general public.

Perform a variety of accounting functions and written reports.

Prepare clear and concise reports.

Work in a team based environment to achieve common goals.

Coordinate multiple projects and complex tasks simultaneously.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

A Bachelor’s degree from an accredited college or university with major course work in public administration, political science, business administration or a related field.

Experience:

Five (5) years of increasingly responsible experience in public administration and council relations experience including two years of administrative and supervisory responsibility; or any equivalent combination of training and experience.

License or Certificate:

Possession of an appropriate, valid driver's license.
