APTIM Program Manager/Director - EMERGENCY MANAGEMENT AND DISASTER SERVICES in Remote United States, United States

Job Overview:

The Emergency Management and Disaster Services (EMDS) division of APTIM is actively seeking a dynamic northeast Program Manager-Seller Doer (PM/SD) to be a leader within our team. The candidate will serve as the primary Point of Contact (POC) for the State and local public safety for jurisdictions within the northeast states. The role will emphasize business and relationship building to foster growth and management of adjacent growth areas to APTIM's current preparedness, response, recovery and mitigation business. Expert level knowledge of and significant experience with federally funded programs is required. Key Responsibilities/Accountabilities:

As the PM/SD based in the northeast or in proximity to any APTIM office throughout the northeast U.S., you will be responsible for:

  • Bringing current and established Federal, State, and Local relationships that will build access and adjacent growth of business based upon APTIM's core capabilities.

  • Functioning as a seller-doer, directly affecting the revenue, profitability, cash flow, and repeat business of the company by developing client relationships and leading associate teams in successfully delivering high-quality products or services to the client.

  • Demonstrating in-depth functional expertise, program management experience, and broad business knowledge in EMDS programs with specific Disaster experience.

  • Developing project plans, assembling the proper personnel, creating project timelines, identifying required resources, and executing plans to completion through closeout.

  • Providing executive-level advisory and consulting services to federal, state, and local government agencies in EMDS programs, cross-cutting federal requirements, financial management, and documentation requirements.

  • Applying emergency management subject matter expertise and operations acumen to successfully design, implement, and manage large and complex EMDS programs. Establishing and proactively maintaining strong professional relationships and credibility with Federal, State, Local, Territorial, and Tribal government representatives and industry partners.

  • Understanding large resource management, large deployments, and bringing process improvement to APTIM's existing capabilities.

  • Offering guidance and expertise on Federal regulations (cross-cutting federal requirements, FEMA IA, FEMA PA, FEMA HMA, CDBG-DR, CDBG-Mit) and translating them into the implementation of projects.

  • Developing and implementing capture plans to identify potential work, sell APTIM EMDS services, manage proposals, and win work.

  • Employing a consultative selling approach to develop compelling business cases that differentiate and highlight the value of APTIM's solutions to win targeted business.

  • Supporting capture teams in pursuit planning, development of win themes, and preparation of compelling proposals, presentations, and marketing materials.

  • Developing written products and tools for presentations, policies, procedures, project implementation, and design.

Basic Qualifications:

  • Bachelor's degree in Engineering, Emergency Management, Homeland Security, Architecture, Planning, Public Policy, Government, Business Administration, or related discipline.

  • 15+ years of in-depth and hands-on knowledge of emergency management, FEMA programs, regulations, and implementation required.

  • 7+ years of project management experience.

  • Experience delivering disaster response project execution and disaster management technical assistance in the field of emergency management, including financial management of project budget and understanding of cross-cutting federal requirements for FEMA and HUD disaster-related programs.

  • Willingness to travel approximately 60% depending on role and project needs.

  • Ability to collaborate with the team in a fast-paced environment to deliver timely solutions to clients.

  • Completed Training: ICS 100, ICS 200, ICS-700, ICS-800, IS-240, IS-241, IS-403, IS-2200.
