Summary Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 5 Years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Responsibilities Analyze administrative or technical programs to suggest recommendations for improvement Strategic Portfolio Analysis Review Program Objective Memorandum and Army Program Budget Brief submissions involving multiple funding streams. Manage suspense dates for actions within an organizational program to ensure progression to completion. Provide budget formulation to include cost modeling to support the development of an agency's annual budget submission. Coordinate the planning with commercial entities, government agencies, and joint commands to ensure financial management and acquisition procedures and regulations are followed. Interpret financial management rules, regulations, and procedures resulting in standard operating procedures for organization. Develop a responsive financial management program to assure availability of resources to meet established milestones using earned value management (EVM), cost, and integrated master scheduling (IMS). Substantial experience with data analytics and General Fund Enterprise Business System (GFEBS). Draft and communicate a variety of correspondence, program plans and briefings for an acquisition program. Lead detailed spend plans for short- and long-range implementation of acquired resources for an acquisition program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) execution of acquisition program funds to provide recommendations to the program manager; 2) developing program objectives and/or spending plans utilizing Acquisition and Fiscal Laws in developing strategies that support acquisition decisions; 3) Managing budgetary resources to prepare reports for the reporting cycles using an automated budgetary reporting system such as General Funds Enterprise Business System (GFEBS); and/or 4) the development of long term Program Objective Memorandum (POM). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DE-03 or GS-13. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Planning and Evaluating Principles of Finance Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (DE-03 or GS-13). This position is covered under an alternative personnel system known as the STRL Lab Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position incorporates former GS-14 step 1 through GS-15 step 10 grade levels and salary levels. Pay increases within the pay band will be accomplished through the Pay-for-Performance Management System. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
