Acquisition Analyst

  • Responsibilities include performing programmatic support to a product line with centralized life-cycle management through programmatic, managerial, and technical/operational recommendations. This position will be responsible for developing, updating and maintaining Acquisition Milestone documentation, formulating recommendations for decision-makers, performing detailed and complex analyses thru the integration of schedule, budget, and technical/performance activities.
  • Perform day to day Contract Administration of various contracts (CPFF, FFP, CPIF).
  • Maintain a thorough understanding of contract terms and conditions.
  • Interface with internal and external personnel regarding contracts.
  • Assist in preparing recommended contract amendments and modifications.
  • Assist in recommending, preparing, and reviewing negotiation positions.
  • Assist in coordinating the review/analysis of prime contractor proposals and provide consolidated positions to Government personnel.
  • Review proposed contract actions with regard to applicable policy, regulation, and laws.
  • Provide recommendations to senior staff regarding contract issues and alternative acquisition strategies.
  • Prepare contract requirement packages (CRP); to include preparation and assistance with the development of the Statement of Work, Justification and Approvals, Contract Data Requirement Lists, contract award schedule, and other pertinent documents required for the CRP.
  • Participate and support program IPTs.
  • Prepare input to all acquisition program documentation, to include, but not limited to: acquisition strategy, acquisition program baseline, integrated master schedule, and milestone documentation.
  • Evaluate and assess business, technical, logistics, and operational concepts, reports and plans to ensure compliance and cohesiveness.
  • Assist the customer with requirements analysis, implementation, and compliance with directives and procedures.
  • Prepare programmatic and technical documentation such as letters of agreement, MOUs, MOAs, DD7600s, requirements documentation, system specifications, and training documentation.
  • Must have a thorough knowledge of Federal Acquisition Regulations, Contracts/Subcontracts terminology and business practices.
  • Must have experience administering various contract types (Cost Plus Fixed Fee, Cost Plus Incentive Fee, Firm Fixed Price).
  • Must have strong skills and depth of experience in the development of an array of alternative solutions for program management challenges relating to cost, schedule, production, fielding, and sustainment.
  • Must have the ability to digest complex technical issues and evaluate those issues to assess the impact to the contract.
  • Must have the ability to work in a teaming environment and the interpersonal skills to interface with numerous Government and contractor personnel in a rapid-paced environment.
  • Must have demonstrated experience working individually as well as organizing and facilitating working groups.
  • Must have experience preparing detailed written r ports and briefings suitable for presentation to senior level military and corporate leadership, as well as experience presenting material orally.
  • Must have excellent written and oral communication skills and the ability to use Microsoft Office suite of products.

Preferred Requirements:

  • Army Product Office experience
  • Eligible for Security Clearance REQUIRED: SECRET

Education and Experience Requirements:

  • Minimum Education - Bachelors
  • Minimum Years of Experience - 5 years concentrated in the functional responsibility area of the position to be filled
