Northrop Grumman Aeronautics Systems has an opening for a F-35 Project Manager 3 to join our team of qualified and diverse individuals within our F-35 Business Unit (BU). This leadership role is located onsite in Redondo Beach, California.

As a Project Manager 3, you will be responsible for all F-35 Proposal submittals from receipt of request to submittal to the customer, you will apply proven proposal planning and execution strategies and processes to lead teams across the F-35 BU to develop successful, compliant, integrated, compelling, and on time proposal submissions. This role will report directly through the Program Office to the Program Integration & Operations Director. The proposals you will lead include major long-term Production follow-on efforts, Support Equipment follow-on and growth efforts, Development, Field Support Services, Major A/B Change Requests and all other F-35 proposals. Candidates for this position will demonstrate a broad skill set that is balanced across leadership, collaboration, innovation, communication, project management, stakeholder management, change management, risk management, and proposal-based capabilities.

Responsibilities include, but are not limited to:

  • Manage a direct team of proposal leads as well as a matrix team of Contracts, Pricing & Estimating, Master Planning Integration, Air Systems Integration, Global Supply Chain, Production Operations, Engineering, and Mission Assurance in support of all four Operating Units (OUs) across the F-35 BU

  • Develop efficient and effective proposal preparation and development plans in response to complex solicitations from the external customer, Lockheed Martin Aeronautics

  • Lead collaborative proposal kick-offs with relevant program and functional stakeholders to ensure communication of proposal strategy, requirements and schedule

  • Manage engaged teams to develop, review, and submit proposals that effectively represent our strategy, baseline and requirements while eliminating RFP and FAR/DFARS non-compliances

  • Deploy support functions in accordance with program priorities and objectives to provide timely inputs for complete and comprehensive proposal estimates, schedules and SOW integrated into proposal volumes

  • Coordinate with Program Management and all functions on proposal issues and drive proposal and estimating task completions to closure in support of program milestones

  • Provide clear direction on schedule requirements and changes of all proposals

  • Manage program budgets for Marketing & Selling (M&S) and Bid & Proposal (B&P) budgets​

Basic Qualifications:

  • Bachelors degree and 10 years of related experience as defined below OR a Masters degree and 8 years of related experience as defined below

  • Related experience includes professional and/or military experience to include a background in project management, quality, program management, business management, global supply chain, engineering, contracts management, proposals and/or capture efforts, and/or business management related functions

  • Must have a minimum of 4 years of experience leading a team, processes, and/or projects

  • Knowledge and understanding of the U.S. Government’s acquisition process including federal procurement regulations: FAR/DFARS

  • Must have experience leading, training, and directing activities of team members through execution of competitive and/or sole source proposals of $250M in value or greater

  • Must be able to travel 25% of the time as determined by the Company to meet its business needs

Preferred Qualifications:

  • Experience in the Aerospace and Defense industry

  • Program execution and Proposals Experience

Salary Range: $149,400 - $224,000

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
