Within CO+I, the Global Supply Chain team is responsible for establishing a supply chain that can meet the ever-growing growth of Cloud and our customers. We support a portfolio of complex, multi-disciplinary, multi-billion, multi-year datacenter construction and lease projects. Furthermore, we support the Operations team that manages and runs the cloud assets. We are looking to fill the critical role of Architectural Engineering and Commissioning Sourcing Director for large projects on our Supply Chain team.

This role is located either in one or all hub locations - Atlanta, GA, Washington, D.C., Redmond, WA, San Antonio, TX or Phoenix, AZ.

Relocation support will be provided, and successful candidates will need to relocate or reside within 50 miles of the hub office location.

This role is eligible for hybrid or remote work, up to (50)%.

Responsibilities

Strategic Sourcing

  • Defines, maintains, and executes on procurement contracting strategies for Architect/Engineering (AE)and Commissioning (Cx) to build large, complex data center construction project and/or

  • Collects relevant internal and industry data to understand Licensing/registration requirements business (Experience/Capability & Capacity) requirements, benchmarks data against relevant markets, and shares industry and category expertise across stakeholder teams to execute and/or develop strategies.

  • Integrates business specifications for complex purchasing areas into request for information (RFI) and/or request for proposal (RFP) processes. Collaborates cross-functionally to define and manage Contractor scorecard criteria (e.g., key performance indicators [KPIs], Service Level Agreements [SLAs], Sourcing from Value Engineering Centers), coordinates Contractor performance/recovery reviews, and drives corrective actions.

  • Actively partners with AE and CxFirms to identify and drive continuous improvement and risk management opportunities by evaluating procedural, operational, and/or environmental factors, analyzing root causes of issues, sharing insights with key stakeholders, and influencing the adoption of needed improvements.

  • Oversees AEand Cxselection and performance management. Ensures alignment to Microsoft business goals, through the lifecycle of the project.

  • Understands the Global AE and CxMarket and leverages the advantage from blended rates from cost competitive markets and use low-cost country Engineering/Architecture execution centers for the advantage of a good, blended rate for AE firms.

  • Experience to Combine onshore and offshore teams, where critical design work and project management are handled locally, while cost-effective, labor-intensive tasks are outsourced to low-cost countries.

  • Consolidate Engineering requirements from long term requirements and find new contractors and leverage them to enable scalable execution with consistency, accuracy, Quality and timeliness of Delivery.

Procurement and Contracts

  • Manages contract and price negotiation activities for the AE and Cx Firms and ensures that both price and capacity needs are met while also reflecting Microsoft's cross-functional engagements with suppliers. Identifies cost reduction opportunities using Low-Cost Execution centers and works closely with AE and Cx firms and internal stakeholders to drive cost competitiveness.

  • Understand construction industry contracting norms and Microsoft contracting requirements; participatein and/or lead negotiation of contracts that meet business goals.

  • Develop negotiation strategies for the Engineering services scope (Office & Site) and their sub-contractors and consultants, organize procurement bid results, communicates complete strategy and results to senior management.

  • Understand Permitting requirements and negotiates pricing for design/documentation required for Permitting.

  • Processes or supports stakeholder procurement requests for complex purchasing categories via engagement and/or leveraging workflow process or technology, where applicable in support of product and service requirements. Manages the resolution of escalated pricing issues raised by other sourcing personnel.

  • Executes, manages contracts and complies with established control processes to ensure delivery and execution of contracts in alignment with business requirements.

  • Managing any changes to the contracts and resolve any disputes that may arise. Work closely with the project management team to ensure that the construction project stays on schedule and within budget.

  • Identifies risks and roadblocks to contract execution and drives action internally and/or externally to resolve and/or escalate, as appropriate.

  • Monitors and mitigates the impact of change orders to the underlying business case, and partners cross-functionally to adjust impact models.

Compliance

  • Applies an end-to-end understanding of the tradeoffs between Microsoft and key suppliers to drive business impact by influencing senior managers cross-functionally, or cross-regionally to apply market intelligence and adopt practices that enable execution with consistency, accuracy, quality, and timeliness of delivery. Manages supplier scorecard process, leads strategic business reviews, educates stakeholders on policy compliance, analyzes root causes of issues, and influences change internally and/or externally to address issues.

  • Ensures adherence to policy, educates stakeholders and suppliers on policy compliance, and manages the remediation and resolution of sourcing issues. Identifies opportunities to adapt policy as needed to mitigate risk and better enable suppliers to meet business requirements.

  • Ensures consistency, timeliness, quality, and accuracy of deliverables, and ensures Procurement stakeholders are aware of Service Level Agreement (SLA) and/or defined milestones and deliverables terms. Communicates delay to Procurement stakeholders, and independently proposes and executes contingency measures.

Stakeholder Collaboration

  • Develops pricing and negotiation strategies for multiplecomplexespurchasing categories, ensures that strategies clearly articulate the tradeoffs, roles, and responsibilities across parties, and gains senior executive support for strategies both internally and externally. Identifies negotiation setbacks and takes action to mitigate contract disagreements.

  • Drives early business engagements for complex business areas or purchasing categories with cross-functional leadership including planning, strategic sourcing, cost, engineering, quality, construction, project managers, to define and drive action on supply solutions and strategies, business requirements, optimal sourcing on spend/budget and align on priorities.

  • Sharesexpertisein advising cross-functional teams on sourcing decisions.

Partners

  • Internal: Engineering, construction, cost management, finance, safety, legal, risk management and other groups as needed.

  • External: Contractors, consultants, suppliers, and industry groups.

Qualifications

Required Qualifications

  • Bachelor's Degree in Engineering, Industrial Engineering, Supply Chain Management, Operations Management, Supply Chain Analytics, or related field AND 9+ years supply planning, operations, supply chain, indirect supply planning, technology-related supply chain, sourcing and manufacturing, or related experience

  • OR Master's Degree in Engineering, Industrial Engineering, Business, Supply Chain Management, Operations Management, Supply Chain Analytics, or related field AND 7+ years supply planning, operations, supply chain, indirect supply planning, technology-related supply chain, sourcing and manufacturing, or related experience

  • OR equivalent experience.

  • 5+ Years experience in Engineering, Procurement, and Construction (EPC) or Major Construction / O&G / Petrochemical/Data Center managing contracts.

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check : This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Additional or Preferred Qualifications

  • 5+ years' experience leading, directly managing, and influencing a diverse organization of full-time employees, across multiple disciplines and platforms.

  • Contract management and contract negotiation experience, specifically with Engineering Companies, EPC in Managing AE and Cx Contracts

  • Knowledge of Engineering/construction services contract mechanisms such as reimbursable, firm-fixed price, Time and Material Contracts, Per Diem

  • Knowledge inEngineering Services market and sourcing experience for Value engineering centers of AE Firms.

  • Working knowledge of Engineering and Managing Engineering contracts is an advantage

  • Experience in leading commercial negotiations and administrating changes to Engineering /Construction contracts as projects go through the Engineeringconstruction cycle.

  • Experience onawarding Engineering contracts to large-scale mission critical construction projects - sourcing, managing, and administering contracts over USD $50M.

Sourcing and Category Management IC6 - The typical base pay range for this role across the U.S. is USD $129,200 - $273,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $162,000 - $299,400 per year.
