Opportunity:

Our Parsons Bay Area office is currently seeking to hire a Senior Power Distribution and Commissioning Engineer to join our engineering team. This role supports project delivery primarily across various BART locations, including office work and significant fieldwork expected for site inspections, testing, and commissioning of traction power systems.

What You'll Be Doing:

You will provide power distribution and commissioning engineering services for Traction Power Engineering projects, including design support during construction, field support, and commissioning of Traction Power Substations (TPSS) and 34.5kV Cable systems. The role includes engineering advice, coaching, mentoring, and technical direction to BART project engineers on traction power projects, field investigations, troubleshooting, and other related work as needed.

Key Responsibilities:

  • Support design, installation, and testing of High Voltage Switching Stations (HVSS), Traction Power Substation (TPSS), and 34.5kV Cable systems.

  • Coordinate with engineering and maintenance groups to resolve problems and implement corrective actions.

  • Support field investigations and provide troubleshooting support during testing phases to rectify issues that arise.

  • Identify technical engineering issues and ensure compliance with District and industry engineering standards and contract specifications.

  • Ensure work quality and adherence to established BART policies and procedures; support the update of procedures and guide staff in performing these procedures.

  • Train and support assigned BART project engineers in TPSS and power distribution design and construction project activities.

  • Meet regularly with TPSS and power distribution Project Managers to assure assigned BART project engineers are meeting project schedules and budgets; work with staff to correct deficiencies.

  • Prepare or review various reports and correspondence as assigned.

  • Review and update the traction power substation maintenance and commissioning procedures.

  • Perform other related work as assigned.

Deliverables:

  • Design review and submittal review comments.

  • Draft Interim Operating Procedures (IOPs) and Operating Bulletins (OB).

  • Factory and field test report comments.

  • Technical reports.

  • Progress reports on assigned traction power substation tests, modifications, or repairs.

  • Maintenance and commissioning procedures as needed.

  • Review and improve current maintenance traction power substation commissioning procedures.

  • Develop work processes as needed.

  • Other tasks as assigned.

Requirements:

  • Experience: Minimum of 20 years of field experience with traction power AC and DC switchgear, rectifier-transformers, rectifiers, negative grounding devices, and control systems is highly preferred. At least 15 years of field experience with power distribution, 34.5kV cable and raceway systems, field switching devices, and construction methods.

  • Expertise in using test equipment for traction power systems, including insulation resistance testing, high potential dielectric withstands, power quality monitoring, and other related tests.

  • Experience in developing maintenance and commissioning procedures and providing technical direction and training to junior engineers.

  • Strong knowledge of applicable US codes, industry standards, and engineering practices.

  • Excellent communication, analytical, and problem-solving skills.

Desired Skills:

  • Extensive experience in HVSS, TPSS, and 34.5kV cable system design and commissioning.

  • Strong understanding of traction power system operation, including SCADA communication and network systems.

  • Ability to prepare and review detailed technical specifications and develop commissioning and maintenance procedures.

  • Experience with AutoCAD Electrical or similar software for developing design drawings.

  • Familiarity with BART engineering standards and procedures is preferred.

Location:

Oakland, CA

BART Headquarters (BHQ) and various field locations as assigned. Significant field work is expected.

Schedule:

Part-time, estimated 1,000 hours from October 1, 2024, through September 30, 2025, with the potential for extension based on project needs.

Salary Range:

$60.87 - $109.57
