Job Description:

Exciting opportunity to join our team at the Metropolitan Water District (MWD) as a Labor Compliance Administrator. MWD delivers water supplies directly or indirectly to 19 million people in Los Angeles, Orange, Riverside, San Bernardino, San Diego and Ventura counties. They have imported water from the Colorado River since 1941 and from Northern California since the early 1970s. They are the largest single contractor of the State Water Project and a major supporter of Southern California water conservation and water recycling programs, along with other local water management activities.

MWD has a robust capital improvement plan with dozens of construction projects currently underway and planned for the future to continue to sustain and improve the way Southern California receives water. As part of the construction program, Parsons assists MWD with PLA administration and labor compliance services. We are currently seeking an experienced labor compliance professional to lead the efforts to oversee labor compliance for dozens of water infrastructure projects currently underway and planned for the future.

What You'll Be Doing:

  • Monitor projects for contractor compliance with California Labor Code Sections 1720-1861 including but not limited to the payment of prevailing wages and apprenticeship requirements.

  • Participate and present applicable state prevailing wage laws at pre-bid, pre-construction, and labor compliance orientation meetings.

  • Provide ongoing labor compliance support and technical assistance to contractors.

  • Confirm each contractor is registered with the Department of Industrial Relations (DIR)

  • Develop tracking log for each project to track the collection of payroll documentation.

  • Work with contractors and subcontractors to assure that prevailing wages and trust fund payments are paid promptly and maintained up to date.

  • Receive and review all first-time documents including checklist of labor law requirements, DAS 140 with transmittal, DAS 142 with transmittal, and fringe benefit statement.

  • Receive and spot check manually submitted certified payroll reports for completeness, accuracy, and payment of prevailing wages with corresponding statements of compliance, and proof of fringe benefit payments for current projects.

  • Ensure contractor compliance with all apprenticeship requirements including but not limited to apprentice registration, journeyman on duty rule, and ratio requirements.

  • Conduct Payroll confirmations as required by California Code of Regulations Section 16432 including check stub review, fringe benefit review and field investigations and interviews.

  • Conduct onsite visits to perform labor compliance worker interviews and observations.

  • Issue a monthly Labor Compliance Status report to the prime contractor and appropriate parties that identify labor compliance discrepancies, violations and request for resolution of outstanding issues.

  • Issue a monthly Recommendation for payment to the appropriate parties based on a monthly review of Certified Payroll reports and corresponding payroll documents.

  • Process, investigate, resolve, and recommend referral to the State Labor Commissioner when wage violations occur; notify MWD of the status of violations and recommend corrective actions.

  • Prepare labor compliance close out report.

  • Collaborate across all impacted departments to ensure a high level of service is provided at all times.

  • Work closely with PLA administration team and small business program team to provide proacting reporting, training, data analysis, and other support services as needed.

Minimum Requirements:

  • Bachelors Degree in related field

  • Five years experience performing labor compliance services for California public agencies

  • Knowledge of the State of California Labor Code

  • Experience performing labor compliance services both using LCPTracker, but also processing manual certified payroll records

  • Strong communication and interpersonal skills

  • Excellent collaborator with strong attention to detail and quality

  • Experience with large and complex Excel files, database management, data analysis and reporting

Where:

  • This position has remote or hybrid working options, but will require routinely travelling to various projects and client sites for meetings and events

  • MWD's service area includes the Counties of Los Angeles, Orange, San Bernardino, Riverside, San Diego and Ventura

Salary Range:

$96,400.00 - $168,700.00
