COUNTY OF BERKS Project and Operations Manager (Facilities Department) in READING, Pennsylvania

POSITION SUMMARY:

Under direction, to provide project management, coordination, liaison, inspection, and contract administration for the design, construction, and modification of facilities and structures; to serve as the primary point of contact for customers, contractors, and stakeholders while managing all phases of a project including budget, scheduling, controls, and client relations; assists with facility operations and maintenance program in all facilities throughout the county, when needed; and performs other related duties as assigned. Manages and coordinates the activities of a designated project with a specific timeframe and funding amount to ensure that goals or objectives of the project are accomplished within specified timeframe and funding parameters. Performs related work as assigned. 

POSITION RESPONSIBILITIES:

Essential Functions

The duties and responsibilities of this position include, but are not necessarily limited to:

  • Participates in the coordination and preparation of architectural design work, including developing program requirements, procurement of consulting architects and engineers, preparation of functional and space programs for building projects, production of plan layouts, schematic, preliminary plans, working drawings, specifications, cost estimates, and associated projects. 
  • Defines project goals and objectives; under direction, develops project scope, budget, funding and schedule; and finalizes cost estimates.
  • Tracks and monitors all project activities; inspects or reviews work under construction to make sure that new construction and alteration work performed by contractors complies with plans, specifications and codes .
  • Manage multiple and concurrent projects during development, planning, design, construction, close-out and warranty of capital outlay projects and other projects as assigned.
  • Performs supervisory responsibilities over professional architects, engineers, consultants and staff for in-house and contracted capital projects.
  • Ensures that federal, state, and local codes, regulatory and legal requirements are complied with concerning the completion of construction projects.
  • Complies with County policy and procedures as applicable to projects, as contained in the human resources, risk management, purchasing, budget and legal directives.
  • Reviews and designs projects for feasibility prior to releasing for bid; approves design projects and initial start-up.  Ensures projects are completed according to plans, specifications, and County standards. Ensures contractual and procedural uniformity in the management of projects.
  • Prepares/reviews construction/maintenance proposals.  Prepares and reviews bid documents.  Reviews and negotiates estimates, change orders,  field orders, and recommends appropriate actions.
  • Participates in resolving disputes with contractors, engineers, architects and regulatory agencies.
  • Supervises assigned staff in conjunction with capital project requirements.
  • Assists with facility operations and maintenance program, including but not limited to, the coordination of facilities maintenance, repairs, facilities renovation, moves, salvage, and major maintenance of County owned bridges and buildings.    
  • Serves on various committees, ad-hoc organizations as required.
  • Review and update employee safety policies and training initiatives, and participate in Safety, Evacuation and Emergency Planning Committee Meetings.
  • Assist in the development and implementation of departmental policies and procedures.
  • Assist in ongoing process improvement efforts in related areas of the department.
  • Available to participate in a 24 hr. on call rotation program.

MINIMUM EDUCATION AND EXPERIENCE:

  • A Bachelor's degree in Architecture, Engineering, Construction Management, or related field plus five years of related experience. 
  • Associate degree plus professional l cense (General Contractor, Building Inspector) plus five years of related experience, or other equivalent combination of education and experience.
  • Project Management Professional (PMP) certified preferred.
  • Any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • Valid state-issued driver's license. 

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of modern engineering or architectural methods and techniques as applied to project design, plans and specifications development, cost estimates, contract and budget preparation, construction implementation, materials, and inspections.
  • Understand, comprehend, analyze, and evaluate detailed drawings, including site plans, floor plans, building elevations, other construction details, and structural, MEP's, and other special systems.
  • Knowledge of state and federal laws, rules and regulations governing architectural or civil engineering project management for building construction or facility renovation projects.
  • Ability to establish positive working relationships with customers, superiors, subordinates, associates, design and construction consultants, state, local and federal professional personnel and other public and private sector organizations and individuals.
  • Ability to interpret and enforce contracts and regulations with firmness, tact, and impartiality.
  • Knowledge of the principles and practices of architecture, engineering, and facility construction.
  • Ability to analyze problems, recognize and identify alternate solutions, predict consequences of proposed actions, and implement recommendations in support of organizational goals.
  • Working knowledge of AutoCAD, project management software, RS Means, and Microsoft Office, including Word, Excel, and PowerPoint, 
  • Considerable knowledge of correct English, spelling, and punctuation.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to coordinate several projects simultaneously, maintain project schedules and consistently meet deadlines.
  • Ability to adhere to all County policies and procedures, and appropriately engage services provided by other County departments.
  • Must have the ability to make well informed and critical decisions.  
  • Ability to analyze problems and communicate with the public, staff, and other department heads in a prompt and courteous manner.
  • Ability to organize department staff and develop effective work methods.
  • General knowledge in financial accounting practices gained through work experience and County preferred practices.
  • Ability to type accurately and to compose effective correspondence.
  • Ability to handle stress.
  • Possess a valid Pennsylvania drivers license and must be able to operate County vehicles.
  • Physical presence in the Facilities is required.

PHYSICAL DEMANDS:

Ability to sit and stand for extended periods. Work involves sitting, standing, walking, talking, hearing, using hands to handle and feel objects, tools or controls. Vision abilities required by this job include close vision and ability to adjust focus. The employee must have the ability to lift and/or move objects up to 25 lbs.
