Cardinal Health HR Specialist, Training & Development (T&D) in Rayong, Thailand

Location: Rayong, Thailand

Reports to: Manager, Employee Relations & Labor Relations (based in Rayong)

The position:

  • To perform Human resource activities related Training and development and Learning management system (LMS, E-learning)
  • To lead and manage the training functions to identify suitable process which will be parallel with the company’s goal and objective
  • Performs other related duties of similar type and work as assigned


  • Support to establish annual training master plan and ensure knowledge transfer, coordinate creation of training action plan, follow implementation of the training action plan are effective within timeline and budget and not impact to production
  • Report and collaborate with line managers, communicate with HR teams and all stakeholder, look for external, oversea training collaborators
  • Support, feedback, motivate, offer opportunities to deliver, keep trainings updated in SAP or related system, ask for feedback and continuous improvement
  • Ensure the process of needs analysis, negotiating trainings, delivering, evaluating and follow-up of trainings for entire organization (other events if needed). Coordinate trainers’ team
  • Support the HR managers, department managers select trainers and participants
  • Communicate training events to all related stakeholders and ensure effective attendance
  • Coordinate creation and implementation of training agenda. Ensure evaluation, reporting and follow-up
  • Plan and managing the Training and development budget
  • Update the Training documents /events delivered, document procedures (selection of trainers, evaluation of mandate etc.) and update needed templates to make this work efficient.
  • Support LMS system and ensure effective implementation
  • Lead and provide Labor skill development monthly and annual report and ensure that training process comply with law and regulation. (According to Act. Of Skill Development)
  • Lead and arrange training to support law and regulatory requirement such as Technician license, Safety license, QMS license, Engineering license etc.
  • Visit the Labor skill development office in Rayong as regular schedule and maintain company record in e-service system
  • Design reporting methods for generating personnel statistics which concerned jobs functions to HR manager
  • Manage T&D documents, folders, filling, certificate in effective manner
  • Facilitate Orientation training for new employees and update Orientation training materials align to corporate guideline
  • To ensure effective training evaluation and follow up as need
  • Arrange training room and facilities to support training events as need
  • To ensure general training procedure is effective and always up to date
  • Support Thai training for Expat and EMERGE employees
  • Support Training and development projects such as skill metrics, multi skills and related development projects as assignment
  • Provide knowledge sharing to appropriate target group on the monthly basis via E- mail or hold the class as appropriate
  • Support ER to share the knowledge on Labor relation to all employees
  • Be facilitator for some specific knowledge such as leadership Essentials, core value, company culture and etc.
  • Be trainer such as: GMP, Labor Standard Assurance System (LSAS), Standard Business Conduct (SBC), Product Awareness and others
  • Leader of campaign Standard Business Conduct and Anti-Bribery Anti-Corruption
  • Support echo communications program thru Supervisors, managers
  • Ensure Development 1-2-3 (Individual development plan) is implemented as appropriate and follow up for effectiveness
  • Support Performance Management knowledge training (OTTT, OTTT2, OTTT3, OTTT4) for managers and supervisors as appropriate
  • Support Talent Development activities as per assignment
  • Always positive mindset and service.
  • Keep all information in HR confidentiality as HR professional manner
  • Manage library room and ensure for effective utilization, clean and promote using for library room
  • Initiate learning program / activities/ project that encourage employee for self-learning and create learning culture
  • Be representative for internal audit, external audit, customer audit or any related audit
  • Support projects or continuous improvement process in HR Department
  • Performs other related duties of similar type and work on assigned
  • To responsible for Safety in the workplace and safety of direct report staff
  • To responsible for monitoring and evaluating direct reports for compliance to workplace safety and environmental policy
  • Emphasize company environment health and safety rules and regulations to employees and ensure compliance
  • Ensure that all accidents & near miss are reported to management and injured are given proper treatment
  • Investigate all accident & near miss and make necessary reports and recommendations
  • Take disciplinary action on any safety violation in consultation with safety officer and or Human Resource Manager


  • Bachelor’s degree (Preferably in personal management, social, science and other related fields)
  • At least five years’ experience in the large manufacturing environment at supervisory level
  • Good command of spoken and written Thai and English
  • Computer literacy in Microsoft Excel and PowerPoint
  • Experience in dealing with government sectors, labor union is advantageous
  • Ability to coordinate with local teams within manufacturing site and Regional HR teams in APAC
