U.S. Air Force - Agency Wide PROGRAM ANALYST in Randolph AFB, Texas

The primary purpose of this position is to serve as the headquarters-equivalent senior analyst to plan, organize and determine the necessary strategies, processes, programs and procedures for the establishment and maintenance of the Command's and 19 AF's mission. Assists AF organizations with developing metric and analytical tools to assess efficiency and effectiveness. Responsibilities Develops and administers Air Force-level initiatives or lines of effort (LOEs). Applies processes, procedures and principles to integrate 19 AF goals, objectives and desired effects into mission and organizational areas. Advises organizations in the development of lines of efforts that ensure applicability and relevance for specific mission area needs. Assists in the management of information on lines of efforts delivered across multiple venues. Assists organizations with developing metric and analytical tools to assess efficiency and effectiveness for established lines of efforts and programs. Sets and adjusts short-term priorities, and prepares schedules to meet organization and customer needs. Prepare and documents the technical and economic data to support the acquisition of complex, multi-functional 19 AF lines of efforts, programs, and services for the AF and Command. Manages specific 19 AF projects as required. Reviews and defines user requests for 19 AF programs, initiatives and products. During concept stage, reviews contractor and component documents to confirm training requirements, resources, facility and site selection, POM input, contractor pre-certification, and other necessary program actions. Develops, reviews, and revises 19 AF materials and key performance indicators. Studies and analyses result in 19 AF training products of multiple functional specialty area lines at various levels of complexity and these products AFFECT a considerable number and variety of users. Organizes content and develops plans that frequently require substantial adaptations or extensions of available guides and established procedures or, in some instances, the development of new approaches, methods, or techniques for specific applications. Develops final products that conform to established practices. Develops reviews and validates key performance indicators. Develops meaningful recommendations, which relate to 19 AF lines of efforts where key performance indicators may be significant guides for action. Directs, coordinates, and oversees project/study work. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff and subordinate unit organizations to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs. Represents the Command to all levels within the DOD, AF, and contractors/industry. Prepares, presents, and defends staff studies to the Commander and/or other management officials. Participates in conferences and meetings to deliver presentations on the status of work efforts, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives. Negotiates and resolves controversial issues, advocates proposals and recommendations, and reports on progress in resolving critical issues. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Support. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of AF 19 AF. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations and to measure and improve program effectiveness and/or organizational productivity. Knowledge of pertinent laws, regulations, policies, and precedents, which affect the use of program and related support resources in the area studied. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of AF 19 AF. 2. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Knowledge of DoD/Air Force planning requirements; analysis models and techniques; and Planning, Programming, and Budgeting System (PPBS). 3. Knowledge of acquisition and contracting processes such as program management principles; writing Statements of Work (SOW), Statements of Objectives (SOO), and Performance Work Statements (PWS); ordering contractor data; performing technical evaluations of contractor proposals; and evaluating contractor performance. 4. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations and to measure and improve program effectiveness and/or organizational productivity. 5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
