Responsibilities This is a developmental position GS-06, Target 07. Position can be filled at either grade level. SUMMARY: GS-1702-06: The primary purpose of this position is to serve as a Child Development Program Technician in a developmental capacity performing assignments designed to further develop applicable skills and techniques. This is a developmental position. All training must be completed, and regulatory requirements met prior to promotion to GS-1702-07, 9N-R20459. GS-1702-07: The primary purpose of this position is to provide quality service and a safe environment for all children participating in the program; to provide guidance and training; to establish local procedures; and to ensure reports are compiled and submitted in accordance with (IAW) regulations. In addition, this position provides assistance with basic oversight over Childcare Technicians. DUTIES: Responsible for assisting the Assistant Child Development Center (CDC) Director. Provides training to caregivers through Training and Curriculum Specialists. Prepares recurring and special reports. Responsible for initiating and submitting program publicity correspondence to the Assistant CDC Director for approval. Requirements Conditions of Employment Qualifications This is a developmental position; this position may be filled at the GS-06-Target-GS-7 Grade Level. The individual selected for the GS-06-Target-GS-7 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR GS-1702-06: Applicants must have at least one (1) year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes developing activities and plans consisting of elements of mathematical and letter concepts, language development, art, music, science, social studies, health, and physical education for individuals, small or large groups of children, and are in accordance with the program's written philosophy based on knowledge of child development and assessment of individual needs and interests of the children. SPECIALIZED EXPERIENCE FOR GS-1702-07: Applicants must have at least one (1) year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes developing activities and plans consisting of elements of mathematical and letter concepts, language development, art, music, science, social studies, health, and physical education for individuals, small or large groups of children, and are in accordance with the program's written philosophy based on knowledge of child development and assessment of individual needs and interests of the children. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR GS-1702-06: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of child development, theory, methodology, and practices relating to physical, intellectual, social, emotional, and nutritional development. 2. Knowledge of child development regulatory requirements, policies, practices, preparing reports, and processing of complaints. 3. Knowledge and skill in using a computer to plan and prepare a variety of reports, documents, and information products. 4. Skill in educating, counseling, and advising child development assistants and technicians, and parents through assessment of training needs in conjunction with the Director and Training and Curriculum staff. 5. Skill in compiling and composing both quantitative and narrative reports for submission to the Director and others based on analyzing data and circumstances and ability to evaluate various factors to reach a logical decision. 6. Skill in using tact and courtesy to gain goodwill and cooperation and ability to communicate effectively orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
