BAE Systems Principal Subcontract Administrator- Remote work considered in Radford, Virginia

BAE Systems, one of the world's leading defense contractors and a stable Fortune 500 Company, is hiring a Principal Subcontract Administrator for our GOCO (government owned contractor operated) facilities located in both Radford, VA and Holston, TN. The role will primarily support chemical manufacturing and industrial construction related programs at the Holston & Radford Army Ammunition Plants, starting at the proposal preparation phase all the way through contract closeout. This is a fast-paced position at a growing site and we are looking for someone to hit the ground running.

Location/Travel/Schedule:

  • Open to someone working remote but prefer position to be full time on-site at Radford, VA or Kingsport, TN.

  • This position will require up to 10% travel.

  • This role works a 9/80 schedule where you will have every other Friday off.

Responsibilities:

  • Solicit and evaluate proposals, negotiate and prepare complex subcontracts, monitor subcontractor performance, and document subcontract files in accordance with established Procurement Policies and Procedures.

  • Identify potential sources for required materials or services and develop and issue Requests for Proposals (RFPs).

  • Receive, review, and negotiate subcontractor proposals.

  • Manage the sources selection process by leading the proposal evaluation team in fact finding, technical evaluations, and cost/price analysis.

  • Negotiate subcontract terms and conditions including estimated cost/price, delivery, quality, and performance requirements.

  • Develop and negotiate required special terms, conducts independent cost/price analysis as needed.

  • Document the entire negotiation process.

  • Develop the subcontract document; review it for compliance with Government, Corporate, and Company requirements; and obtain management approval prior to issuance to the subcontractor.

  • Serves as subject matter expert for sub contractual matters under the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS).

  • Support the subcontract administration team from award through completion to ensure compliance with all terms and conditions, including price, schedule, and quality.

  • Coordinate and participate in subcontractor surveys and program reviews.

  • Review and monitor payments, commitments, and funding status.

  • Negotiate subcontract changes and respond to all formal subcontract inquiries and issues.

  • Provide subcontract status as required.

  • Develop, negotiate, and issue teaming agreements, non-disclosure agreements, and memorandum of understanding.

  • Provide subcontract advice and counsel to program managers, engineering personnel, and other related functions such as finance, quality, and contract administration.

  • Enter administrative and financial data on subcontracts into various subcontract databases.

  • Perform subcontract close-out.

Required Education, Experience, & Skills

  • Bachelor's Degree and 6 years of experience or equivalent experience

  • Experience in Subcontracts, Contracts, or Procurement

  • Experience in Subcontracts Administration for complex, large programs

  • Knowledge of FAR/DFARS

  • Able to multi-task and adapt to shifting priorities

  • Proficient in MS Office (Word, Excel, PowerPoint)

  • Excellent written communications skills

Preferred Education, Experience, & Skills

  • Experience in Industrial Construction

  • Experience in Department of Defense (DoD) Modernization

  • Experience in Government Owned Contractor Operated (GOCO)

  • Experience in International Traffic in Arms Regulation (ITAR)

  • Experience in Export Administration Regulation (EAR)

Pay Information

Full-Time Salary Range: $87700 - $149100

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
