Summary Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! Responsibilities Serves as the Policy and Program Specialist in Marine and Family (MF) Programs Division, Behavioral Programs Branch, Combat and Operational Stress Control Capability (COSCC) Section. Under the supervision of the COSCC Section Head, the Program Specialist advises and supports USMC worldwide COSCC efforts related to field operations and coordination with Headquarters Marine Corps (HQMC). Advise USMC leadership as a subject matter expert on implementation of COSC in the field, programs, policies, and procedures. Supports the Department of Defense (DoD)-wide comprehensive strategic approach, analyzes and develops programming plans, standards, procedures, proposals or provisions that influence program resource requirements. Works directly with other MF sections to ensure COSC readiness and resiliency concepts are incorporated across the enterprise and coordinated in the field. Provides program plans and interprets policy to USMC leadership and other supporting committees as required. Works with cross functional teams to assist in performing multi-year planning and analysis for COSC that focuses on complex processes to determine needs, gaps, and areas for collaboration, policy improvement, and new program developments/initiatives. Develops partnerships for prevention initiatives across multiple disciplines and departments that address stressors unique to the military life style and common behavioral health concerns while maintaining awareness of activities and initiatives in Family Advocacy, Suicide Prevention Capability, Sexual Assault and Prevention and Response, the Embedded Preventive Behavioral Health Capability (EPBHC) and Substance Abuse Programs as well as other MF Division. Plans, develops and implements field-facing communication, education, policy, and programming. Works with field representatives to provide technical assistance, and implementation guidance. Monitors field compliance with standards and protocols, and provides technical assistance as required. Supports the collection of COSC metrics, develops reports, and provides recommendations for improvement. Works with COSC section staff and other stakeholders on Functional Area Checklist development, administration, data collection and associated improvement efforts. Reviews proposed policies and analyzes initiatives, ascertaining accuracy, resource implications and conformance to DoD, Secretary of the Navy (SECNAV) and Commandant of the Marine Corps (CMC) goals, objectives, and decisions. Interprets various requirements within policy, planning and programming guidance received from SECNAV, Secretary of Defense (SECDEF) and CMC and prepares guidance regarding programs for the section. May represent the Marine Corps as required to internal and external stakeholders including the Office of the Secretary of Defense (OSD), SECNAV, and other services to monitor new policies, determine Marine Corps compliance with new policies and programs, and to identify trends affecting programs. Collects and consolidates data from diverse sources to produce meaningful management analysis and reports. Is proficient in military correspondence and develops information/point papers, briefs, standards, plans, procedures, implementation guidance. Translates HQMC concepts and language into field guidance and translates field language and issues into HQMC language, planning and policy development. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments, and conduct or attend conferences and meetings (about 30%). Handles sensitive information that is proprietary, privileged, confidential, or otherwise legally exempt from disclosure and ensures confidentiality and security of such information. This is a white-collar position where occasional lifting up to 20 lbs. may be required. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications A Bachelor¿s (Master¿s preferred) degree from an accredited university or college in Behavioral Health, Community Health, Public Health, Social Work or a related field appropriate to the work of the position AND three years of experience, that demonstrates professional knowledge and understanding of Combat and Operational Stress Control; mental health wellness and resiliency programming; policy and program development; knowledge and understanding of a military organizational structure or that of the Marine Corps, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Practical knowledge of coordinating complex systems, communications, policy development, and program implementation. Knowledge and understanding of how stress, substance misuse, child abuse, intimate partner violence, sexual assault, suicide, and other behavioral health issues affect individuals and communities. Familiarity informing and interpreting quantitative and qualitative data collection and analysis results for policy and program development, implementation and evaluation purposes. Demonstrated ability to plan, organize, act quickly, make adjustments, and concurrently work a mix of long term projects and immediate priorities. Demonstrated skills in verbal and written communications as well as presentation for a variety of large and small audiences. Experience using computer programs such as Word, PowerPoint, Excel, Microsoft Teams and other collaboration platforms. Telework: Eligible for incremental telework as determined by MF policy.
