Defense Security Service Assistant General Counsel, Employment Law in Quantico, Virginia

Summary The DCSA Office of General Counsel is seeking an experienced employment law. Attorney to advise and defend the Agency on the full scope of employment matters facing the nation's largest security and counterintelligence agency. You will have the opportunity to advise on unique, groundbreaking matters impacting the federal workforce and national industrial base. And as the mission grows, you will face new challenges and grow and develop with the Agency as a trusted legal advisor. Responsibilities As an Assistant General Counsel, Employment Law you will be responsible for the following duties: Provide direct legal support to the DCSA mission and support offices on personnel issues, including: *Defending the Agency before the Merit Systems Protection Board and the Equal Employment Opportunity Commission, and directly supporting the Department of Justice in representing the Agency before federal courts. This includes preparing and filing motions, briefs, and pleadings; examining witnesses; conducting and defending against the full range of discovery available to the Agency and employees; negotiating settlements and representing the Agency in hearings conduct hearings on behalf of the Agency. *Providing legal advice and counsel on federal employment law matters. This includes performing legal sufficiency reviews of management inquiries, reports of investigation, administrative and disciplinary actions, performance-based actions, policies, and other similar matters. *Providing training to supervisors, managers, and senior leaders on best practices and preventative litigation in the area of federal employment law, including reasonable accommodations, progressive discipline, and the conduct of management inquiries. *Develop and maintain collaborative working relationships with colleagues and clients. Requirements Conditions of Employment Qualifications In accordance with DoDI 1442.2, to be qualified, you must meet the following requirements:(1) Possess a first professional law degree (LL.B. or J.D.) Law School transcripts MUST be provided. Failure to provide transcripts with your application will result in you being rated ineligible for this position. (2) Be an active a member of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. An applicant for a DoD civilian attorney position who is not, at the time of selection to fill the position, serving in a current DoD civilian attorney position must provide to the selecting official prior to his or her appointment to the position an official, current certificate from a State agency demonstrating that he or she has active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia and is permitted to engage in the active practice of law. Failure to provide this information prior to appointment will result in disqualification from further consideration. (3) Possess 3 years or more of professional legal experience, with one year or more being at the next lower grade level GS/GG-13 or equivalent, that is commensurate with the duties and responsibilities of the position. The legal experience described in your application package or resume will be evaluated and screened for competencies required to perform the duties of the position as described in the Major Duties section of this announcement. The QUALITY of experience will be evaluated and screened to determine how closely or to what extent your experience, education, and training are relevant to the duties and responsibilities of the announced position. Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: representing an employer before the Merit Systems Protection Board and the Equal Employment Opportunity Commission by drafting and filing legal briefs, motions, and other pleadings, examining witnesses, and defending the employer in hearings; expert experience providing legal support to supervisors and managers on issues and policies related to personnel matters such as performance, discipline, reasonable accommodation, and workplace harassment; managing complex cases involving mixed case appeals and complaints, whistleblower retaliation, veterans' preference rights and discrimination claims, and suitability and national security issues; and assisting the Department of Justice in defending an employer in federal district court. Specifically you will be evaluated on the following competencies: Technical competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Education Substitution of education may not be used in lieu of specialized experience for this grade level however, in accordance with DoDI 1442.2, you must possess a first professional law degree (LL.B. or J.D.) to qualify.
