Bureau of Reclamation Supervisory Land Management Specialist in Provo, Utah

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Land Management Specialist. Responsibilities This position serves as Chief, Lands Group for the Provo Area Office (PAO). - Responsible for negotiating with construction personnel, water district and water user representatives, landowners, and utility company representatives. - Oversee the preparation of land purchase contracts, grants of easement, contracts for electric transmission lines, donation deeds, Quitclaim Deeds, other conveyance instruments, crossing agreements, relocation contracts or agreements, and land plats and descriptions for public lands to be withdrawn. - Facilitate the oversight and progress on Geographic Information System (GIS) efforts for the Lands Group and assists with the overall GIS program for the PAO. - Review License Agreement features such as bridge crossings, pipeline, and utility crossings, etc. for adequacy and accuracy prior to be sent for signatures. To qualify at the GS-12 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service having demonstrated experience with three of the following duties: 1. Establish and maintain relationships with others; 2. Experience working on land management activities including but not limited to: land use authorizations, acquisition and disposal, boundary line disputes, etc.; 3. Mentoring coworkers or employees; 4. Federal and State land laws; 5. Encroachment and/or trespass issues; and 6. Researching lands documents such as titles, deeds, plat books. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/20/2024. Education This position does not allow substituting education for experience. Additional Information You may be required to serve an initial probationary period. You may be required to serve an initial supervisory probation period. Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval.
