The State Highway Administration’s (SHA) District 3 (Prince Georges and Montgomery Counties) is currently recruiting for an Area Engineer (Transportation Engineer Manager II) . This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work: This position will perform as a fully proficient Construction Area Engineer representing the District Engineer and Assistant District Engineer-Construction in administrating and managing the highway construction program and personnel in SHA's District 3. The Area Engineer will manage and coordinate work assignments for approximately 75-100 staff for the Office of Construction, consultant engineers and engineering technicians. The Area Engineer will perform this duty from the project planning phase through the design phase, the construction phase, and finally, through project closeout.

This position is responsible for the following: review and approval of staff's time, leave, and expenses; coach, mentor, and recommend training for staff; resolve personnel conflicts between team members and contractor's personnel; assist with the development of policies and procedures relating to district inspection staff; coordinate resolutions with numerous internal and external entities and agencies; ensure specification compliance on construction projects and compliance with federally mandated programs and requirements; respond to written correspondence with decisions based on Maryland Specifications, laws, and regulations as appropriate; participate in various contractual meetings; review and approve type A and B project schedules; monitor contract costs and material clearance; project site investigations and reviews during construction; participate in preliminary investigations and final reviews for upcoming projects; negotiate and make decisions and recommendations with contractors on requests for equitable adjustments, change orders and claims. The Area Engineer will also conduct pre-construction meetings, investigate and respond to citizen and elected officials' complaints and issues, and may testify as an expert witness on behalf of SHA for construction issues and conduct final inspections for the acceptance of completed projects.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Eight (8) years of experience in professional engineering, including one (1) year of supervisory or consultant management experience.

Selective Qualification: Four (4) years of experience must be in construction contract administration or construction project management.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).

Preferred Qualification:

The ideal candidate should possess the following :

  • Work zone Traffic control Certification

  • Traffic Control Flagger Certification

  • Soils and Aggregate Compaction Technician Certification

  • Concrete Field Certification

  • HMA Field Certification

  • Pavement marking Certification

HMA Behind the Paver Certification

  • MDE ESC Certification

  • SHA ESC Certification

  • OSHA 10-hour Training Certification

Notes:

  1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

  2. Possession of a master's degree in engineering may be substituted for one year of the non- supervisory experience.

  3. Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements, are considered to have met the education requirements

Licenses & Certifications

Candidate must possess a driver’s license valid in the state of Maryland.

Special Requirements:

  • This position may be required to monitor night-time construction operations or respond to emergency situations.
