DUTIES AND RESPONSIBILITIES:

• Maintains and executes the Non-Competitive Source Justification (NCJ) process and conducts Market Research in support of complex procurements.

• Coordinates with Operations and Engineering to ensure compliant and complete NCJ and Market Research product.

• Identifies competition issues and develops solutions.

• Develops, monitors, and reports metrics on competition activities to management.

• May participate in Commercial Item Determination (CID) analysis and development.

• May advise management and provide review and interpretation of the NCJ process.

• May represent the organization as an administrative contact on assigned activities and make presentations as required.

• Maintains, analyzes, updates, and develops various electronic and hard copy records.

• Maintains an awareness of regulatory changes and their impact on competition and source selection, including export considerations.

• Participates in Audits, company internal and customer external.

• May participate in the training of subcontract and purchasing staff.

• Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.

• Expected to work in a safe manner in accordance with established operating procedures and practices.

• Other duties as assigned or required.

Job Qualifications:

• Typically requires a bachelor's degree with an emphasis in supply chain management, contract administration, or a related discipline, along with nine or more years of progressively complex experience with at least three of those years in project management. May substitute equivalent experience in lieu of education.

• Responsible for observing all laws, regulations to include the FAR and DFAR and other applicable obligations wherever and whenever business is conducted on behalf of the Company.

• Must be customer focused and possess:

• The ability to develop solutions to a variety of complex problems.

• Excellent verbal and written communication and presentation skills to accurately document and report findings to a variety of audiences.

• Excellent interpersonal skills to influence and guide employees, managers, customers and other external parties.

• Excellent computer skills.

• Working knowledge of Windchill, Sharepoint, SAP, and Power BI is preferred.

• Ability to work independently or in a team environment is essential

• Ability to obtain and maintain DoD security clearance is required
