The Revenue Division is seeking multiple Revenue Auditors to plan, organize and conduct financial audits of routine to moderate complexity to verify business and personal taxes due to the City of Portland and partner jurisdictions, including the Metro Supportive Housing Services Business and Personal Income Taxes and Multnomah County Business and Personal Income Taxes Preschool for All tax. Revenue Auditors are responsible for planning, organizing and conducting revenue audits to ensure the effective reporting and collection of all required taxes and fees.

This position requires a sound knowledge of federal, state and local laws and policies, especially tax laws, and the ability to independently conduct audits requiring the application of legal knowledge and principles. The Revenue Auditor is expected to communicate effectively on behalf of the City with CPAs, tax attorneys and business owners and managers on the interpretation and impact of laws, regulations and policies. Revenue Auditors are also expected to research a variety of topics and prepare comprehensive financial analysis and revenue estimates, if needed, on the research performed.

As a Revenue Auditor, you will:
  • Independently conduct audits requiring the application of legal knowledge and principles.

  • Plan, organize, and conduct revenue audits to ensure the effective reporting and collection of all required taxes and fees.

  • Research a variety of topics and prepare comprehensive financial analysis and revenue estimates, if needed, on the research performed.

  • Apply general, enterprise and governmental accounting including GAAP and FASB accounting standards and GAAS.

About the Revenue Division

The Revenue Division of the Budget and Finance Service Area is the administrator of several business and individual tax programs. The Revenue Division also provides database and collections support for other agencies.

Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training and/or experience, meets each of the following minimum qualifications:

  • Knowledge and experience applying the principles and practices of general, enterprise and governmental accounting, including GAAP and FASB accounting standards and GAAS.

  • Knowledge and experience applying federal and state tax laws and regulations and tax court decisions.

  • Knowledge and experience applying City and County codes, policies and regulations applicable to the reporting and collection of taxes.

  • Ability and experience analyzing and interpreting financial data and reaching sound conclusions and recommendations in accordance with laws, regulations, rules and policies.

  • Ability and experience understanding, interpreting, explaining and applying City and County codes/ordinances, audit procedures and information and research or findings to interested parties.

  • Ability and experience planning, organizing, and conducting sound, comprehensive tax and financial audits.

    Applicant must also possess:

  • Ability to successfully pass a criminal background investigation.

Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in accounting, finance, law, tax and auditing or a closely related field; and at least three years of progressively responsible audit experience; or an equivalent combination of training and experience. Experience in a public agency is preferred.
