U.S. Army Corps of Engineers Management Analyst (Knowledge Management) in Portland, Oregon

Summary About the Position: You will serve as a project manager/staff action officer for the U.S. Army Corps of Engineers, Portland District, implementing Knowledge Management (KM) initiatives throughout a geo-graphically dispersed enterprise, seeking to provide a framework to capture, harness, and exploit intellectual capital. Responsibilities Synergize Knowledge Management tools, processes, and people to ensure maximum utility of tacit and explicit knowledge to enhance performance and mission contribution. Leverage the latest technological tools to provide and improve processes to access knowledge through Command and Enterprise platforms. Serve as the lead Knowledge Manager responsible for the implementation of Knowledge Management throughout the district. Define and establish priorities and requirements to accomplish a multitude of dynamic Knowledge Management tasks. Advocate, adopt, and integrate technological tools to establish training materials for sharing knowledge. Serve as a communicator and champion for KM to staff, command, and stakeholders. Function as a change agent within the District. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1.) utilizing various software, analytical tools, and technologies to capture and facilitate knowledge transfer, knowledge sharing, and content creation in support of an organizations knowledge management program; 2.) creating and maintaining an online portal for knowledge dissemination and knowledge management; 3.) training others on utilizing knowledge management systems; and 4.) partnering with a variety of personnel, administrative, technical, and professional, across an organization to effectively share, initiate and teach knowledge management strategies, approaches, and initiatives of the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Creative Thinking Information Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
