Position Summary:
Portland Parks and Recreation (PP&R) is seeking a dedicated and skilled Heavy Equipment Operations Supervisor to join the Assets and Development Division within the Professional Repair and Maintenance Services. This key role involves managing the Heavy Equipment Division, focusing on maintaining and caring for the built physical infrastructure throughout the park system. The position is exempt and offers an exciting opportunity to lead a team, develop new programs, and contribute to the overall success of PP&R.
What you'll get to do:
Build and lead a diverse team reflective of Portland's communities.
Manage 13 full-time employees currently, providing day-to-day support and coordination.
Review, plan, and delegate tasks to ensure efficient operations.
Create, edit, and monitor crew schedules, ensuring accuracy in timekeeping.
Address questions and concerns from the public, other Parks Divisions, and City Bureaus with a solutions-oriented approach.
Review and comment on proposed park developments and improvements.
Contribute to the achievement of Portland Parks & Recreation’s Racial Equity Plan.
Develop and oversee the budget for the Heavy Equipment program.

To Qualify
The following minimum qualifications are required for this position:
Experience in maintenance and management, with a strong background in general construction, including utilities, paving, infrastructure construction, and code compliance.
Experience in planning and managing workloads, overseeing projects of varying sizes, and creating both short-term and long-term schedules.
Ability to supervise a team from diverse racial and ethnic backgrounds and provide day-to-day coordination and support, such as scheduling, training, motivation, and mentoring.
Experience in implementing safe working practices, training staff on safety procedures and proper equipment use, and ensuring compliance with city, state, and OSHA standards.
Applicants must also have:
- A valid state driver’s license and acceptable driving record (https://www.portlandoregon.gov/citycode/article/12184) .
Although not required, you may have one or more of the following:
Degree in construction technology/engineering, construction management, surveying, or related field.
Experience with recycling, composting, and material re-use.
Public works construction and maintenance experience.
Fire risk reduction management.
Proficiency in operating heavy equipment and trucking.
Expertise in paving and hard-surface trail maintenance.
