Portland General Electric Government Affairs Manager - State Regulatory Affairs & Issue Management in Portland, Oregon

This position works with the Director of Government Affairs and PGE’s state lobby team to formulate and implement PGE’s legislative and regulatory plans at the state level. Works cooperatively to develop policy positions and to develop and execute strategies. Advises PGE management on public policy matters affecting the company’s business goals, corporate values and customer priorities. Represents the company to external audiences. Builds trust with a broad array of stakeholders to improve and protect the Company’s operating environment. Develops policy strategies to support customer affordability and assist low-income customers. Assists state lobbyist as needed including working issues in the capitol, performing research, preparing materials etc. Represents the company in external relations with state agencies on public policy matters affecting the company.
ESSENTIAL JOB RESPONSIBILITIES
Policy Matters
Manage state legislative policy issues as assigned, including policy development, engaging with stakeholders.
Assist PGE state lobbyist as needed including working issues in the capitol, performing research, preparing materials etc.
Develop and implement policy strategies that support affordability for PGE customers, in collaboration with the state lobby team, Rates and Regulatory Affairs, and other internal and external stakeholders.
Monitor, identify and analyze state regulatory policy matters of concern to the company.
Work with the Director, the state lobby team, Rates and Regulatory Affairs, and other internal and external stakeholders, including company management and other employees, to formulate and execute company positions and strategies related to such matters.
Partner with PGE regulatory team on policy dockets to ensure transitions between legislative and regulatory forums.
Manage Relationships
Manage PGE relationships with Tribal governments.
Establish and maintain favorable strategic relationships with state agency personnel, other utilities, customer representatives, industry organizations and interest groups.
Broker resolution of conflicts and issues with government, business, and community leaders.
Develop and implement outreach strategies related to PGE projects and initiatives.
Testimony and Support
Prepare, or assure preparation of, necessary testimony, letters, reports, requests and filings to help formulate and promote PGE’s interests and/or minimize adverse impacts.
Represent and interpret PGE positions with state officials and their staffs, in industry circles, and in public forums.
General Duties
Coordinate with state, local, and environmental policy and regulatory staff.
Report regularly to management on status of major policy issues and initiatives.
Act as company spokesperson in appropriate state and regional policy forums.
Provide reports to management detailing objectives, critical activities and strategic planning.
Ensure accurate maintenance of Government Affairs systems and procedures.
Other duties as assigned, including outage coverage.
EDUCATION
- Requires a bachelor’s degree in political science or equivalent experience. Master’s degree in public policy or juris doctorate a plus.
EXPERIENCE
- Typically eight or more years in public policy or lobbying. Work experience in a state legislature a plus. Work experience in the energy industry or clean energy policy a plus. Work experience with tribal governments or related to low-income policy and services a plus.

Compensation Range:
$104,325.00 - $173,875.00
Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
