Bonneville Power Administration Fish and Wildlife Administrator in Portland, Oregon

Summary This position is located in the Washington Implementation (EWU) organization of the Fish & Wildlife Program (EW), Environment, Fish & Wildlife (E), Bonneville Power Administration (BPA). A successful candidate in the Fish and Wildlife Administrator position will provide fish and wildlife biological expertise to support project and contract management for other Project Managers, Contracting Officer Representatives (CORs), and management. Responsibilities As a Fish and Wildlife Administrator, you will: Develop and manage agreements for fish culture projects: design and construction, and monitoring and evaluation, including but not limited to: anadromous and resident salmonids, sturgeon, lamprey, burbot and freshwater mussels. Conduct site-visits with external partners to identify the highest priority work and negotiate out-year work to maximize biological benefit and assure agency objectives are met. Collaborate with internal interdisciplinary team including fish culture, technical, and compliance leads to assure that planned work is prioritized, and technically sound. Support review of ancillary mitigation actions (e.g. research and monitoring of fish populations in response to release of hatchery fish across the Columbia River basin. Serve as a Contracting Officer's Representative to negotiate and develop statements of work (SOW) and budgets that address the highest priority actions. Provide technical expertise and planning skills necessary to properly scope and define goals and objectives for the SOW, using biological evaluation criteria, and other pertinent technical information. Oversee award progress and provide technical input to assure biological focal species benefit during engineering design. This includes reviewing engineered plan sets and providing biological and technical comments to assure alignment with agency objectives and maximize biological benefit. Monitor performance and compliance with the award to ensure that BPA receives goods or services that conform to the technical requirements as set forth in the award. Conduct site visits to review implementation progress and to confirm final receipt of deliverables. Prepare position papers, issue papers, and other documents associated with fish and wildlife program activities. Requirements Conditions of Employment Qualifications BASIC REQUIREMENT: A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, plus appropriate experience or additional education. -OR- C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described above. SPECIALIZED EXPERIENCE REQUIREMENTS: GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized Experience for this position is defined as: 1) evaluating scientific fish information, AND 2) assisting with the oversight of implementation for fish culture projects (e.g., hatchery construction; hatchery operations and maintenance; and research, monitoring, and evaluation) to mitigate for fish losses. You may substitute education for specialized experience as follows: Three years of progressively higher level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized Experience for this position is defined as: 1) evaluating scientific fish information, AND 2) independently overseeing the implementation of fish culture projects (e.g., hatchery construction; hatchery operations and maintenance; hatchery research, monitoring, and evaluation) to mitigate for fish losses. There is no substitution of education for experience at the GS-12 grade level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
