Port Authority of New York and New Jersey Deputy General Manager, New Jersey Marine Terminals in Port Newark, New Jersey

Reporting to the General Manager, NJMT, the Deputy General Manager assists the management of the operation, maintenance, security, state of good repair improvements, and property management of the New Jersey Marine Terminals (Port Newark, Elizabeth-Port Authority Marine Terminal, and Port Jersey-Port Authority Marine Terminal and Greenville Yard facilities in Bayonne and Jersey City) and New York Marine Terminal (Port Ivory in Staten Island).

Responsibilities

  • Managing the day-to-day activities of major seaport facilities in conformance with the business and financial objectives of the Port Authority.

  • Assist the General Manager with developing short and long-range facility asset management plans and managing a large and diverse workforce consisting of both unionized and managerial personnel who are involved with day-to-day maintenance and operations of facilities.

  • Identifying capital and operating facility construction projects.

  • Planning for and responding as needed to various emergencies in the Port.

  • Assist the General Manager with human capital initiatives that include policy implementation, selection, training, discipline, and staff performance evaluation.

  • Available 24x7 to provide support in emergency situations.

POSITION QUALIFICATIONS:

Candidates must present the following qualifications to be considered eligible for this position:

  • Applicants must hold a bachelor's degree in engineering, maritime, technology from an accredited college or university.

  • At least five years of experience managing a diverse workforce comprised of both unionized and non-unionized staff in a maritime, industrial or other comparable industry.

  • Applicants must have a valid driver's license.

  • Selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security.

Ideal candidates will present the following profile:

  • Demonstrated analytical skills, and innovative thinking to advance operating efficiencies and productivity improvements including the ability to produce actionable recommendations for operations, physical infrastructure, systems and services, traffic flow, facility access, safety, reliability and customer satisfaction improvements.

  • Demonstrated significant and increasingly responsible experience managing a large diverse workforce consisting of managerial and unionized staff; experience administering labor contracts and promoting harmonious labor relations; and demonstrated ability to evaluate, select and motivate staff and project teams to achieve and maintain high performance through training and development.

  • Proven project and resource management abilities with demonstrated experience establishing priorities, assessing trade-offs, resolving conflict, and mitigating risks in a manner that supports the facility capital program.

  • Proven leadership through influence, persuasion and effective working relationships both within the organization, and with outside interests and stakeholders demonstrating an understanding of how to balance positive working relationships with community organizations consistent with Port Authority business objectives.

  • Demonstrated range of in-depth business, technical and industry expertise that can be applied across the multiple disciplines of the Port Department including construction, maintenance and asset management programs; the ability to protect existing revenue and support the generation of new revenue sources; and knowledge and experience developing operating budgets, and monitoring financial performance.

  • Demonstrated ability to communicate complex business, technical, financial, legal and political issues in a manner that engenders confidence, trust and support, experience preparing formal presentations, and the ability to communicate a leadership message that instills a strong customer service message.

  • Demonstrated experience implementing and managing safety and security programs that protect PA customers, employees, and infrastructure, and that provide a safe, healthy, and sustainable environment for employees and customers.

  • Familiar with industry regulations, New York Shipping Association, International Longshoremen's Association, US Customs, Coast Guard, Waterfront Commission, Department of Environmental Protection, the Port Authority Tariff / Rules and Regulations and knowledge of leases and lease enforcement.

  • Working knowledge of PA budget process.

  • Understanding of PA policies, procedures and contracts in the areas of financial planning, budgeting, major work projects, administration, labor agreements, maintenance and capital construction planning.

  • Knowledge of PA project development, project management and authorization process.
