Pay Range: 140K plus bonus

JOB PURPOSE

The Site Shift Manager manages the day-to-day operation of the Production Area. Production facilities include the acrylonitrile/hydrogen cyanide, acetone cyanohydrin, and acetonitrile product facilities including steam system, electrical generation, off-gas incineration, flares, crude acrylonitrile storage, product storage & Semi-Works reactor. Utilities/CBI facilities include raw material storage and handling, large loading and unloading, drumming, railcar loading, unloading, and switching operations, truck loading and unloading, and drumming facilities. Also included are water treatment operations, cooling water system, air systems, sanitary treatment system, wastewater pre-treatment and disposal, and all environmental outfalls. Also supplies internal customers and external customers with goods and services that conform to their requirements and meet product specifications. Maintains a safe, efficient operation and established operating conditions, meets production needs and product specifications. The Site Shift Manager also issues orders, follows up on procedures, controlling results and reporting of status to carry out the daily operating plan and must be able to instigate changes in operating plans when conditions warrant. The incumbent is held accountable for safe efficient operation, environmental protection, and energy conservation. The position directly manages 16 technicians. During off-hours shifts and weekends, this position is responsible for laboratory personnel, and any maintenance personnel that may be working in the area. The incumbent to this position will also be required to serve as an on-scene incident commander in the event of an emergency. The incumbent must be able to think ahead and make quick, careful decisions in the event of an emergency. On off-hours and weekends, the Shift Manager is the only management personnel in the facility.

RESPONSIBILITIES AND ACCOUNTABILITIES

All job activities should be executed in a SAFE and efficient manner consistent with the company Principles. Recognize asset integrity concerns and issue that pose safety risks, enter work orders, and ensure completion. Conducts the day-to-day operation of the production/utilities/shipping areas in a safe, productive, and efficient manner in accordance with the Day Managers Shift Instructions. The Shift Manager will convey operating instructions and priorities to the technicians, including operational changes, special conditions or circumstances, and changes in control parameters. Prepares/verifies preparation and review of log sheets, laboratory analysis sheets, daily operating reports, chemical inventory, pressure surveys, safety checklist, RCRA report, FES report, flare observation report, safety incidents report, and work orders with a designated priority. The Shift Manager will review reports from the water / boiler treatment consultant and the Polymerization Inhibitor consultant. Uncontrolled when not accessed live via Procedures and Manuals. Writes new procedures (SOP’s, SOSO’s, EOP’s, SPAG) as needed. Periodically reviews and revises existing procedures and P&ID’s as needed. Reviews procedures that have been revised by technicians. Participates in the management-of-change (MOC) process. Operates and ensures all areas of responsibility and facilities comply/operate within applicable requirements and associated agencies and laws i.e. Texas Conservation of Environment Equality (TCEQ), Department of Transportation (DOT), United States Coast Guard (USCG), General Land Office (GLO), Occupational Safety and Health Administration (OSHA) , Superfund Amendments and Reauthorization Act (SARA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Hazardous Organic, NESHAP (HON), National Pollutant. Discharge Elimination System (NPDES), Underground Injection (UIC). Operates facilities in compliance with ISO 9001:2015. Participate in audits and interviews, including OSHA, TCEQ, ISO, etc. Serves on committees, both inter-plant and intra-plant, to deal with issues involving operations, safety, personnel, regulatory, etc.

Safety Responsibilities

Adheres to and complies with Global Life Saving Rules. Ensures safe conditions for maintenance work in the area. Safety Champion for the site. Practice and teach good safety work habits to employees, conducts regular safety discussions with Site Employees and Contractors. Conducts incident investigation and follow up as needed. Submits incident reports on all incidents, injuries, and near misses within 24 hours of occurrence. Conducts follow-up as required. Serves as a member of the Emergency Response Team. Attends quarterly ERT training, along with off-site training at Fire School. Serves as the on-scene incident commander during plant emergencies. Responsible for controlling the emergency, maintaining personnel safety, minimizing property and equipment losses, headcount of personnel, communication to Incident Command. First point of contact for off-site incidents, chemical transportation emergencies, and incident involving other area plants. Compiles all pertinent information and makes notifications to personnel, or law enforcement agencies, other area plants, and neighbors as conditions warrant.

Personnel Responsibilities

Coaches, counsels, and supports the technicians on shift. Evaluates the performance of technicians, issues oral and/or written praise or reprimands, and recommends disciplinary action is severe cases. Works with each technician on their individual training needs. Enforces on time completion of all training, including VTAs. Meets with the Production Manager to provide performance input and follow up action. Conducts annual performance appraisals for each direct report. Responsible for all shift training, new and refresher, both operational & regulatory. Supports the trainers in compilation, review, and execution of all training. Assists in the interviewing, observing, and instructing for prospective new technicians. Assists in training of newly hired technicians. Responsible for orientation, scheduling and prioritizing of training, employee job qualifications / progression. Ensures technician staffing is adequate to insure safe and efficient operation of the unit.

Communication Responsibilities

Makes complete and thorough shift relief. Apprises the oncoming shift of Uncontrolled when not accessed live via Procedures and Manuals operational conditions, non-routine occurrences and situations, safety concerns, maintenance activities, status of permits, transfers in progress, anticipated barge arrivals, manpower levels, etc. Notes operational changes or significant occurrences in the shift log. Keeps the Production Manager and unit Day Managers informed of current operation conditions, attends meetings as requested, furnishes engineering, maintenance and others with operating information requested.

EDUCATION/EXPERIENCE

Minimum 5 years’ experience working in a chemical plant is required. • Minimum high school diploma or GED. Minimum of one year experience in a Step-up or Supervisor role.
