Our client is looking for a Commissioning Project Manager to add to their team for a 18 month contract assignment located in Port Arthur TX. The ideal candidate will have 10 years' experience in process/chemical facilities commissioning/completions. Predominantly field office work, both indoor and outdoor.

This person will be responsible for leading and coordinating the pre-commissioning activities of a polyethylene facility to ensure systems and equipment are fully prepared for operational handover. This includes managing teams and subcontractors to execute tasks such as piping and vessel cleaning, loop checks, motor uncoupled runs, and equipment testing. The role involves developing and maintaining pre-commissioning procedures, schedules, and safety programs while ensuring compliance with all regulatory and project requirements.

Qualifications

  • Ten years' experience in process/chemical facilities commissioning/completions.

  • Valid driver's license.

  • Practical knowledge of process/chemical facility systems operations.

  • Ability to identify and solve problems associated with pre-commissioning new process/chemical facilities.

  • Perception of how each check out and pre-commission item affects the project schedule

  • Ability to coordinate the pre-commissioning schedule with the overall project schedule.

responsibilities:

  • Responsible for assisting with the overall ISBL pre-commissioning of polyethylene facility. This includes the management of the pre-commissioning teams for the cleaning of piping, vessels, equipment, loop checks from field to smart JBs, motor uncoupled runs of the facility.

  • The Deputy Pre-Commissioning Manager will supervise engineers, technicians, permanent plant staff and subcontractors as required to perform these tasks.

  • Direct, plan and coordinate pre-commissioning of polyethylene facility equipment and systems. Develop, implement, update and maintain all pre-commissioning procedures, site pre-commissioning policies, training programs, safety programs and work practices.

  • Develop, implement, update and maintain pre-commissioning schedules.

  • Monitor, evaluate and coordinate pre-commissioning activities in compliance with applicable contracts and the overall project schedules.

  • Monitor pre-commissioning performance, investigate and disclose any abnormal conditions.

  • Propose equipment modifications and plant improvements as necessary.

  • Provide coordination with site construction management, site O&M management, client management and utilities.

  • Direct and coordinate pre-commissioning personnel, permanent plant staff and construction personnel to meet construction and pre-commissioning milestones and schedules.

  • Direct, coordinate and schedule vendor representatives and TAs for pre-commissioning of major equipment.

  • Direct, coordinate and schedule subcontractors to perform activities such as electrical, instrumentation and mechanical activities to include any flushing or /preservation requirements.

  • Aid in establishing and maintaining system turnover packages. Generate and turnover redlines of all design documents made during pre-commissioning, so as built can be produced.

  • Maintain compliance with all federal, state and local regulation and associated permits. This includes all applicable environmental, health and safety regulations

  • Comprehensive understanding of Company policies, procedures, and financial obligations that would to projects.

  • Competent with standard server software applications such as e-mail, spreadsheet, word processing, database, P6, Co-Console, etc.
