Summary

The Fleet Specialist provides support in areas such as: acquisition, service, repair, operation and compliance of all new or modified standard vehicles and equipment. May be responsible for fleet data integrity and the creation of reports relating to business goals, supplier information, budgets, business units and corporate-wide results. May administer fleet license renewal and emission programs and vehicle rental/equipment pool operations to ensure full cost recovery of department expenditures.

Minimum Requirements

  • Bachelor's degree in Transportation, Automotive, Business, Accounting, Computer Science or other job-related field from an accredited college or university.

  • In lieu of bachelor's degree, combination of college coursework and/or experience equaling four (4) years of experience in transportation, automotive, business, accounting, computer science or other directly related discipline is required.

    Preferred Special Skills, Knowledge or Qualifications:

  • Technical mechanical background.

  • Project management skills.

  • Planning and forecasting skills.

  • Ability to work effectively in an environment with multiple projects and shifting deadlines.

  • Strong analytical, business process, negotiating and problem-solving skills.

  • Attention to detail.

  • Experience in transportation related business processes.

    Nuclear requirement:

  • Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member.

  • Any PVNGS employee may be called upon to support a refueling or short-notice outage.

  • This includes line roles and responsibilities as necessary to execute outage activities.

  • These are conditions of employment at PVNGS.

Major Accountabilities

1) Partners with business units to coordinate vehicle/equipment rentals.

2) May administer one or more of the following programs: fuel transaction monitoring, short- and long-term rentals, odometer corrections.

3) Serves as primary contact with Business Unit partners and suppliers to ensure a continuous flow of quality vehicles and services to meet or exceed service levels at the lowest total cost. Partners with business units throughout the entire vehicle/equipment life cycle for standard vehicles (e.g. sedans). Identifies replacement vehicles; develops high-level specifications; procures equipment. Coordinates and processes end-of-life disposals after appropriate method of disposal is determined by garage (e.g. donation, salvage, scrap, repurpose). Tracks process during vehicle manufacture and assembly, and performs on-site inspections to ensure accuracy. Receives delivery of final vehicle from manufacturer, performs new vehicle "get ready", and trains operators as required.

4) Ensures compliance to all company policies and procedures as well as State and Federal regulations including Department of Transportation (DOT), OSHA, ANSI, etc.

5) Conducts research and analysis including budget, cost management, replacement schedules and compliance reporting. Controls cost of operation by establishing pricing at or below retails rates and ensures overall transportation budget nets to zero.

6) Builds strong working relationships with vendors and negotiates expedited dates and prices, managing invoice discrepancies and adherence to contracts, working through change orders, and making recommendations to management.

7) Administers fleet renewal, emission programs and permitting process to meet State and Federal deadlines and regulations.

8) Creates and utilizes queries and reports from fleet and fuel management systems to provide information to internal departments (e.g. risk management, environmental) and outside agencies (EEI, EPAC).

9) Processes routine purchase orders, contracts and procurement card transactions.

10) Develops work authorization packages with associated documents for potential capital procurements (e.g., vehicles) and submits to the Management Review Committee (Owner representatives and Palo Verde executives) for approval (Palo Verde only).
