Job Description/Essential Functions:

Horizon House, Inc. is a nationally recognized provider of services to adults with support needs due to developmental disabilities, behavioral health issues, and substance abuse. Horizon House is Pennsylvania's oldest psychiatric rehabilitation agency. Since 1952, we have been dedicated to helping people with mental illness, drug and alcohol addictions, developmental/intellectual disabilities, and homelessness to stabilize their lives and to help them live as independently as possible in the community. With over 100 locations throughout South and Northeastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choice. Currently, we are seeking a Full-time Program Director to work in our PMHRS Behavioral Health Services Division. Purpose: * To manage and supervise the overall assigned services and programs in compliance with Agency standards and applicable guidelines focusing on a multiple needs population who have mental health and/or substance abuse problems and may be homeless. * To design and ensure the implementation of services to facilitate client's skill development and growth. * To promote continuous quality enhancement and growth of the programs assigned. * To provide necessary intervention and supports to enhance continuity of service. . To develop and monitor systems to ensure the quality of staff support and client services throughout the department. Supervision Received: * Receives general supervision from Director of Delaware County and/or Director of PMHRS Services.

Supervision Exercised: * Supervises and ensures training of program supervisory and/or direct service staff. Other Responsibilities but not all inclusive * Supervise and monitor the operation of assigned programs. * Develop/identify program outcome objectives in collaboration with Agency Administration and Funding sources. * Design and develop services and activities that meet program and outcome objectives. * Ensure implementation of services consistent with applicable standard requirements and client needs. Provide guidance/feedback to staff to enhance their  performance and to maximize client outcomes; meet with staff individually for supervision on a regular basis. * Develop and implement quality assurance activities and recommend alternative plans or services in collaboration with the County Director. * Participate with Director and other program managers in developing service goals and departmental priorities.

Job Qualifications:

Qualifications: * Master's degree in social sciences or health care and 5 years experience in Mental Health, D & A or homeless  services, if applicable with at least 2 years supervisory experience or any combination of experience, education, and training that would provide the level of knowledge, skill and ability required and meet applicable funding source requirements. * Very good communication skills. * Ability to work independently and as part of a team. * Very good organizational skills. * Very good analytical skills. Scope: * Frequent talking and listening. * Requires the ability to lift, carry, fold, kneel, reach, stack, stoop and bend which may include direct intervention with clients. * Must be available for local travel and possess a valid driver's license. * Possess manual dexterity and fine motor skills. * May require crisis intervention in emergency situations. * May be required to work during emergencies including inclement weather. * 24 hour on-call pager coverage as assigned or needed. * May be required to a tend training to become a certified agency investigator. May conduct investigations and  participate in the agency rotation of on-call investigators. This requires carrying a beeper and responding to investigation hotline calls during on-call beeper coverage.
