Summary:

  • Using the Blueprint for Quality as the key framework for action, this individual will work across clinical departments, UPHS entities and the continuum of care to assure that we provide the highest quality of care and experience to our patients and prevent all unnecessary harm to all assigned service line patients across Penn Medicine. This person will report directly to the Department Chair / Chief Operating Officer, with dotted lines to the Medical/Physician Director and Chief Administrative Officer of the Service Line.

This role requires significant autonomy and works under limited supervision. Key areas of responsibility include:

  • Develops and leads complex interdepartmental and multi-entity performance improvement projects that address identified gaps in performance or aspirations for higher levels of outcomes.

  • Leads the assessment and action planning of all relevant internal and external comparative data for quality, safety, and efficiency, relative to assigned service line patient care and patient experience outcomes to support UBCLs, service line disease teams and other relevant groups focused on population specific care.

  • Continually monitors the external environment for changes/new developments that affect quality and safety and works with leadership to make proactive changes so the service line and organization is on track to meet the changing environment

Responsibilities:

  • Aligns internal and external comparative data relevant to quality, safety, efficiency, and innovation for improving patient outcomes and improving the overall patient experience. Responsible for reporting metrics to the service line executive committee and other relevant stakeholders.

  • In conjunction with service line leadership, organizes the service line specific disease teams including working with the assigned disease team physician leaders to risk stratify the patient populations, develop clinical pathways and track quality metrics.

  • Provides support and organization to service line leadership for accountable care initiatives such as bundled payments and other mechanisms designed to drive value based care.

  • Oversees and assigns PI Staff to facilitate efforts of service line disease teams in the development of clinical pathways.

  • Serves as co-chair the service line quality committee, with physician and/or nursing lead.

  • Develops and leads complex interdepartmental and entity performance improvement projects.

  • Collaborates with service line leadership, Corporate Performance Improvement and Penn Medicine Academy to ensure that key learning from PI efforts are disseminated and adopted across the service line.

  • Assures that performance improvement projects in the ambulatory setting are aligned with priorities that have been established by the Clinical Operations Steering Committee and subcommittees on clinical quality, access and service excellence.

  • Provides coordination of service line UBCLs and Practice Based Clinical Leadership (PBCL) activities across all entities.

  • Coordinates and aligns service line clinical registries/databases across the entities.

  • Oversees all service line specific certifications and external data requirements for Centers of Excellence.

Education or Equivalent Experience:

  • Bachelor Degree (Required)

  • 5+ years demonstrable clinical quality improvement experience in related clinical specialty (Required)

  • OR

  • Licensed Clinical Professional: RN, MD, RPh (Required)

  • 3+ years clinical quality management experience (Required)
