Department of the Navy/Assistant for Administration SUPERVISORY FINANCIAL MANAGEMENT ANALYST in Pentagon, Virginia

Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the OFFICE OF BUDGET in the DEPARTMENT OF THE NAVY. Responsibilities You will serve as the principal advisor to senior managers on the development, implementation, and revision of financial management policies, plans, and programs. You will determine and prescribe the requirements for substantive material and data to be provided in support of, and in conjunction with, the submission of budget estimates. You will assist in the development of budget guidance for assigned programs through comprehensive understanding and application of DoD and SECNAV guidance, data requirements, and directives. You will communicate the interpretation and provide clarity for the Budget Submitting Offices (BSOs), and other DON stakeholders. You will review, recommend, and revise estimates for assigned programs. Lead budget processes, data analysis, and reviews for assigned programs. You will Interpret program and budget guidance each cycle year from Under Secretary of Defense for Comptroller. You will interpret annual program and budget guidance to ensure BSO budget submissions align with policies. You will prepare issue papers and resolve issues, defending at Program/Budget Coordination Group meetings if needed. You will review budget exhibit submissions of the BSOs, evaluating in terms of mission to be performed to assure conformance with congressional intent and with plans and policies of SECNAV, CNO, Marine Corps, Joint Chiefs of Staff, and (SECDEF). You will prepare supporting information for use by FMB, ASN (FM&C), SECNAV, CNO, and CMC, in the justification of programs and budget estimates before the SECDEF, OMB, and Congress. You will participate in the programming process by reviewing and evaluating Defense Planning Guidance, POM Issue Papers, and Program Decision Memoranda/Resource Management Decisions. You will assist in developing Future Years Defense Program (FYDP) input for assigned appropriations and programs. You will determine changes in program requirements based on operating plans or modifications of approved plans and anticipate the financial problems which may result and initiate action to resolve such problems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with budget review, to include analysis, coordination, evaluation of estimates, and preparation of issue papers. Experience prescribing procedures governing preparation/administration of the budget, to include developing budget plans. Experience with budget justification to higher authority (i.e. Office of the Secretary of Defense (OSD)/Office of Management and Budget (OSB)/Congress) and preparing appeals. Experience providing financial oversight of Information Technology (IT) programs. Experience with conceptualizing the interaction of planning, programming, budgeting, execution, and audit with emphasis on budget formulation, presentation, and administration.
