Department of the Navy/Assistant for Administration PROGRAM MANAGER in Pentagon, Virginia

Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will lead strategic planning to determine goals, objectives, direction, and priorities of assigned organization, program, or project to meet mission critical requirements of the Department of the Navy (DON). You will plan, executive and evaluate highly complex program work to meet long-term strategic priorities providing expertise and advice on a broad range of engineering or scientific programs. You will direct the development of tests and advisories on new technologies, methods, approaches and guides for assigned organization, program or project. You will advise on technical problems and challenges and make substantive recommendations for solutions. You will integrate schedules and establish program scope and criteria, assumptions and risks, contingencies, and performance measurement criteria. You will serve as a recognized authority in the development and interpretations of policies and guidelines. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band NH-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying principles and theories of management and organizational techniques, systems, and procedures to perform a wide variety of analytical studies/projects and assignments (e.g. funding resources, manpower management, long-range planning); Experience applying mission objectives to anticipate major programming needs/problems to provide timely/effective guidance; Experience utilizing analytical and evaluative methods to measure and evaluate program accomplishments and schedule long-range and short-range project/program objectives; Experience planning, organizing, and directing multi-faceted team projects to negotiate effectively and implement recommendations; and Experience applying oral and written communication techniques to facilitate visualization of concepts, programs, projects and systems to senior leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education This position does not allow the substitution of education for experience. Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
