Your Specific Responsibilities:

This position serves as the Personnel Liaison for Escambia County Health Department (Escambia CHD). Responsibilities are outlined in Attachment 2 of the Service Level Agreement between the Servicing Human Resources office and Escambia CHD. This position requires independent judgment in solving technical problems arising in human resource functions, as well as interpretation, application and enforcement of rules and regulations established by the Escambia CHD and the Florida Department of Health. The position requires strong communication and organizational skills, work independently, and manage time effectively . Responsible for procurement of goods and services for the Business Operations and Services Division, mailroom services for Escambia CHD and purchasing card procurement. Assures compliance with current Department of Health security policies by fulfilling the Information Custodian responsibilities described in Security Policy 3, areas of responsibilities. Acts in a confidential capacity to assist or aid managerial employees as defined in Florida Statute 447.203(5) as it relates to human resource administration. The Government Operations Consultant I perform a wide range of duties under the direct supervision of the Operations & MGMT Consultant II - SES.

Personnel Liaison: Works closely with the servicing Human Resource (HR) office for Escambia CHD to assist employees with all matters concerning classification, recruitment, payroll, attendance and leave, insurance and benefits, labor relations and workers’ compensation as set forth in Attachment 2 of the Service Level Agreement. Must be knowledgeable with the FLHealthDesk HR ticket system and the People First system. Participate in Human Resource Management monthly conference calls . Train and a ssist managers and employees as appropriate; review and distribute personnel-related information such benefits and insurance, open enrollments, performance appraisals, missing timesheets, and other related information as needed; and provid e ongoing assistance and guidance in applying personnel rules , leave and attendance and other HR practices .

Review classification tickets to ensure accuracy and completeness of documentation. Prepare and maintain organizational charts. Assist managers with documentation for classification tickets, position descriptions, OPS positions, justifications and other information needed for classification actions and/or updates. Act as the requisition manager for Talent Management in People First; Assist managers with advertising vacancies; Advise and assist managers in reviewing and updating position descriptions; assist managers with all aspects of recruitment as outlined in Recruitment and Selection policy including ensuring the legality of appointments; ensure new hires are properly screened (background and/or drug screened) as outlined in Department of Health (DOH) policies; work closely with servicing HR Office to ensure applicants are cleared prior to starting employment with DOH; submit recruitment selection files and new hire paperwork to servicing HR office. Conduct new employee orientation. Maintain necessary documents on Interns/volunteers/contract workers and ensure they are properly screened prior to placement. Request proper health insurance premiums for new hires or employees on leave without pay. Acts as the time and payroll administrator and assist managers to ensure that attendance and leave records are completed bi-weekly; report all overpayment/underpayment to servicing HR Office; coordinate and submit sick leave donations; review salaries to ensure they comply with Department of Health Policies (DOHP) pay policies; and assist managers with salary requests and memorandums. Works closely with legal, management and HR Labor Relations when dealing with employee discipline, grievances, FMLA/FSWP, unemployment, etc. Assist employees in initiating claims to WC provider an d proper coding of disability hours in People First. Ensure posters are displayed as required by law or policy.

Business Operations and Services:

Responsible for various business operations activities, including but not limited to purchasing goods and services for the Division, and processing incoming and outgoing mail. Back-up for the Incident and Event duty roster for all employees and notifies employees of duty assignment Attends safety committee and supervisor meetings to provide updates relating to Human Resources. Purchasing Card - Uses P-Card to submit payment for drug screenings, background screenings, office supplies, etc. Orders Purchasing Cards for employees as requested. Assist with implementation of proper pay practices during disaster response.

Required Knowledge, Skills, and Abilities:

• Knowledge of the methods of data collection and analysis.

• Knowledge of basic principles of Human Resource administration.

• Knowledge of the People First, FIRS, and FLHealthDesk HR Ticket Systems.

• Skilled in Microsoft Office, Outlook.

• Ability to work independently.

• Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and

other activities relating to personnel program functions, the improvement of operational, and management practices.

• Ability to organize data into logical format for presentation in reports, documents, and other written materials.

• Ability to conduct fact-finding research.

• Ability to utilize problem-solving techniques.

• Ability to understand and apply applicable rules, regulations, policies, and procedures relating to personnel program functions,

operational and management analysis activities.

• Ability to plan, organize and coordinate work assignments.

Qualifications:

Minimum - High School/Equivalent, 1 to 3 years Human Resources, Business Operations and Clerical Support experience.
