Title: DISTRICT HUMAN RESOURCES GENERALIST Location: United States-Florida-Pensacola Job Number: 240001U1 Job Summary: Serves as the District Human Resources Generalist with responsibility for providing Human Resources program support to District Activities. Work is coordinated and closely reviewed by the District Human Resources Manager or the Assistant District Human Resources Manager. Duties and Responsibilities: - Regularly assigned to perform HR projects and assignments designed to develop communication, facilitation, negotiation, and planning competencies. - Plans and schedules daily work assignments of District Human Resources Offices. Supervises assigned associates. - Assists District Human Resources Manager in developing and administering short term and long term HR plans that correspond to the needs of the activities within the district and organization. - Assists District Human Resources Manager in maintaining adequate staffing by developing and implementing a recruitment plan that identifies recruitment sources that are supportive of local and district recruitment needs - Ensures the efficient utilization of activity personnel and recommends the selection, retention, reassignment, and promotion of associates. - Provides support and guidance to managers regarding employee relations issues. Counsels associates and attempts to resolve problems informally. Assists in the preparation of disciplinary actions and the resolution of grievances and complaints. - Participates Compensation Program Administration, including participation in periodic wage surveys.; maintains salary and wage schedules. - Identifies and coordinates with District Human Resources Manager on site training sessions for managers by providing information and guidance in the area of personnel policies and procedures. - Informs new hire associates of: Navy Exchange policies at indoctrination sessions; medical and insurance plan as to eligibility, processing procedures for claims, etc.; Employee Assistance Program and where applicable administers as necessary. - Coordinates Award nominations, selections and presentations. - Prepares various forms and statistical data relating to Navy Exchange personnel. - Maintains official personnel records; complies data and makes reports as required. Is responsible for the current and accurate maintenance of associate's personnel jackets and ensures privacy of data contained therein. - Works under the supervision of the District Human Resources Manager who provides technical guidance and direction in administering policies and programs for all activities within the district.. Projects and work assignments are coordinated and prioritized in consultation with the District Human Resources Manager and Navy Exchange management. - Performs other related duties as assigned Qualifications: A total of 4 years of experience, consisting of the following: GENERAL EXPERIENCE: 3 years of responsible experience in non-routine work which enabled the applicant to gain a good general understanding of the systems, methods and administrative machinery for accomplishing work; the ability to analyze problems, apply sound judgment in assessing practical implications of alternative solutions and resolving the problems presented; and the ability to communicate effectively with others, both orally and in writing. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for 3 years of general experience. AND SPECIALIZED EXPERIENCE: 1 year of progressively responsible experience in Human Resources work in at least two of the functional areas such as: employment, labor/employee relations, classification and wage administration, employee development and training, or career management; or one of the predominant specialization's (labor/employee relations, employment, or training and development) with a total background and experience which provides evidence of an understanding of the relationship of the specialization to the other functional areas.
