Navy Federal Credit Union Chief Product Engineering and Delivery Services in Pensacola, Florida

Overview

Leads strategic transformation initiatives and overall technology product engineering and delivery for business unit portfolios including Savings and Membership, Real Estate Lending, Lending, HR, Finance, Procurement, Risk, Security, Fraud, Contact Center and Branch Operations. Oversee the development, design, delivery and overall enhancement and sustainment for multiple world class products and services in alignment with Navy Federal’s technology architecture blueprint. Drive the modernization of the enterprise’s core banking systems, leading cloud-native transformation while fostering a culture of innovation, resiliency, and security.

Responsibilities

  • Set the strategic direction for the Product Engineering and Delivery Services division, driving short-term and long-term objectives that align with enterprise goals. Lead transformative initiatives to enhance operational efficiency and improve member and employee experiences

  • Oversee the strategic transformation of the enterprise from a legacy mainframe-based core banking system to a cloud-native, real-time core banking platform. Ensure the successful implementation of this transformation to enable scalability, speed, and enhanced member services

  • Lead the technology strategy, vision, and execution across Core Payments, which includes ACH, Wires, Securities, Payments Hub etc.

  • Lead delivery across faster payments, which includes RTP, FEDNow, Zelle etc. and the Product and Pricing portfolio

  • Lead the delivery and support of the next generation Collections platform, providing enhanced self service capability to our members

  • Oversee the end-to-end product development and delivery across the core banking platform suite, focusing on enhancing key functionalities such as membership onboarding, account management, payments, and transactional services. Ensure the timely delivery of innovative, member-focused products and solutions

  • Drive innovation and delivery excellence across the membership onboarding capabilities, ensuring a seamless, secure, and efficient onboarding experience for new members. Implement new solutions to enhance customer engagement and satisfaction

  • Lead delivery of end-to-end product development and delivery of prioritized capabilities aligned to the anchor platform strategy and portfolio roadmaps across corporate channels and security services, ensuring the delivery of top-notch user experience for members and employees

  • Oversee the development and management of health metrics, dashboards, and OKRs for the consumer banking services, corporate channels and security services product portfolios. Use data-driven insights to ensure the stability, performance, and continuous improvement of core banking services

  • Provide comprehensive oversight of systems engineering, cloud infrastructure, and technical support services. Ensure the implementation and management of robust, secure, and scalable IT systems and services across the organization, that meet the needs of a dynamic and evolving business landscape

  • Partner with Technology Strategy and Architecture, Information Security and other required divisions to determine and define the technical architecture required to implement and support products, ensuring alignment to enterprise anchor platform strategy including application rationalization landing zone (sustain, transform, retire)

  • Collaborate with senior executives across the enterprise to understand business priorities and identify technology solutions to meet evolving needs. Develop strategic partnerships that ensure IT initiatives align with enterprise goals and business objectives

  • Build and maintain a technology culture that prioritizes innovation, resiliency, scalability, and security. Integrate best engineering concepts and new technologies that enhance the organization’s ability to respond to business challenges and opportunities and position the enterprise as a leader in financial services

  • Partner with Chief Information Security Officer (CISO), SVP of Digital and Business Product Owners across multiple departments to ensure that all systems meet compliance standards and that robust security processes are in place to protect the organization and its members

  • Leverage common foundational services serving the enterprise across the domains of Data, API, Dev Ops and Anchor platforms as appropriate

  • Ensure the provision of integrated technology services across all departments within the organization. Lead efforts to improve system performance, security, and operational efficiency by embracing new, flexible, and agile approaches to IT service delivery

  • Demonstrate transparent and collaborative leadership to inspire, challenge, and develop a high-performing technology team. Drive change and learning through progressive leadership and foster an environment of continuous improvement

  • Oversee the division’s budget, ensuring fiscal responsibility and compliance with all regulatory standards. Manage financial performance by making adjustments that align with both short-term objectives and long-term goals

  • Act as a key liaison with senior leadership and provide strategic updates to executive leadership. Represent the division in executive discussions on technology strategy, innovation, and product delivery

Qualifications

  • Master’s degree in Computer Science, Information Technology, or related field, or the equivalent combination of education, training and experience

  • Extensive experience leading cross-functional, multi-dimensional product teams of the highest complexity and on-going support of product and platforms supporting the Consumer Banking, Corporate, Security and Channel Services space

  • Expert knowledge with extensive, demonstrated experience of modern, scalable, cloud native, real time banking cores

  • Expert knowledge of distributed applications, anchor platforms, channel interaction and supporting infrastructure/security environments in a Hybrid Cloud environment

  • Extensive experience in a large-scale IT organization with diverse cloud 1st technologies, solution architectures while operating in a Product Delivery model leveraging Agile framework (ie. SAFe)

  • Extensive experience leveraging external partners leading to contractual outcomes with Managed Services Providers, Systems Integrators, Service Providers, etc. to support the delivery of capabilities aligned to Portfolio roadmaps

  • Extensive experience in establishing IT strategic plans that align with corporate strategy

  • Extensive experience with infrastructure migration, virtualization, and cloud computing

  • Expert knowledge in all areas of IT Operations on-prem and in the cloud

  • Extensive experience in networking, system and hardware design and architecture, DBMS concepts, SQL programming, and client server concepts

  • Extensive experience with private, public and hybrid cloud infrastructure (e.g., AWS, Azure, Google Cloud, Oracle Cloud, etc.)

  • Expert knowledge of digital technologies and platforms (e.g., UX, APIs, MicroServices, AI and Machine Learning, Analytics, XaaS, etc.)

  • Expert knowledge of IaaS/PaaS/SaaS and Hybrid cloud architecture and related consumption model

  • Extensive experience in architecture frameworks (e.g., Cloud Native Architecture, TOGAF, SOA, etc.)

  • Extensive experience in working with Big Data technologies (e.g., Hadoop, Spark, etc.)

  • Extensive experience in successfully transforming software product delivery to a scaled agile delivery model (SAFe) with continuous delivery, automation and continuous monitoring

  • Expert knowledge of development and operations framework methodologies (e.g., Information Technology Infrastructure Library (ITIL), Systems Development Life Cycle (SDLC), etc.)

  • Expert knowledge of current and emerging technologies and how enterprises are employing them to drive agility and digital transformation

  • Extensive experience demonstrating thought-leadership, initiative-taking, decision-making and creativity solving business problems

  • Demonstrates a continuous improvement and forward-thinking mindset with a proven record of enterprise project oversight execution

  • Extensive experience in delivering presentations to virtual and in person teams

  • Expert leadership skills, marked by poise, positive influence, and the ability to drive change

  • Expert skill to formulate a strategic vision, innovate and adapt technology to meet evolving business needs and define and implement action plans to achieve strategic goals

  • Expert verbal, interpersonal and written communication skills

  • Proven track record of leading high-performing teams and fostering a culture of resiliency, scalability, security, and innovation.

  • Excellent financial management skills, including oversight of large-scale IT budgets and performance metrics.

  • Deep understanding of industry trends and regulatory requirements, with a focus on compliance and security.

  • Advanced knowledge of Navy Federal's functions, philosophy, operations, and organizational objectives.
