SUMMARY:

Inspects, tests, maintains, and installs relay and control equipment in electrical substations and performs other substation maintenance duties related to Protection systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Responsible for supervision of employees while performing required tasks

  • Ability to install, maintain, test, adjust, troubleshoot and repair relay and control equipment in electrical substations which includes, but is not limited to electromechanical, solid state and digital protective relays, instrument transformers, indicating and KWH/KW meters, recording instruments including sequential event recorders and digital fault recorders, controls to all substation equipment including breakers, transformers, regulators, capacitors, reactors and all associated equipment, and remote control equipment including various forms of SCADA

  • Inspects and tests relays and other substation equipment to ensure proper operation, utilizing such equipment as voltmeters, ammeters, phase angle meters, oscilloscopes and related electrical testing equipment

  • Leads in installation and maintenance of substation, transmission, and distribution Protection systems

  • Performs routine maintenance on relays and substation equipment as required to maintain NERC compliance

  • Trains personnel, plans jobs, facilitates regulatory record keeping, and ensures safety

  • Required to perform on call rotation

  • May serve as dispatcher and/or switchman

  • Properly creates As Built drawings for changes to Protection systems

  • Performs other duties as assigned

COMPETENCIES:

  • Extensive knowledge of protective relay applications, testing and operations of both electromechanical, solid state, and digital relays

  • Extensive knowledge and understanding of electrical theory, transformer theory, math and drafting

  • Proven knowledge and understanding of safe and proper testing techniques

  • Proven knowledge and understanding of Protection system operation and maintenance

  • Ability to troubleshoot electrical circuits

  • Thorough knowledge of the functions, procedures, organization and regulation of Company operations

  • Ability to communicate effectively

  • Ability to make independent decisions in accordance with established policies and practices

  • Ability to meet, influence and maintain harmonious relationships with customers, community leaders, and others as required

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

High School Diploma or GED with nine or more years of related experience, or equivalent combination of education and/or experience related to the discipline.

Completion of competency levels for Relay Technician II or equivalent experience.

College level course work in an engineering discipline or related vocational training preferred.

CERTIFICATES, LICENSES, REGISTRATIONS:

Job requirements include meeting and maintaining regulatory standards required for the position including passing any physiological qualifications required by the Company as required to meet NERC CIP regulations.

Must also have and maintain a driving record that meets the Company¿s standards. Applicant must be able to receive TWIC from the TSA to access Texas City substations in Port facilities.

COMMUNICATION SKILLS:

  • Ability to read, interpret and As Built Protection system schematics

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals

  • Ability to write speeches and articles of publication that conform to prescribed style and format.

  • Ability to speak effectively before groups of customers or employees of organization

MATHEMATICAL SKILLS:

  • Ability to perform complex mathematical calculations related to electrical power systems, including interpretation of network transmission phasor readings.

  • Ability to calculate figures and amounts such as Power factor, MVA, MW, and MVAR

  • Ability to apply concepts of basic algebra, geometry, and trigonometry

COMPUTER SKILLS:

  • Advanced knowledge of computers

  • Extensive knowledge of SCADA, Remote Terminal Units (RTUs), Human Machine Interface (HMI), and communications

  • ANALYSIS AND PROBLEM-SOLVING ABILITY:

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:

Ability to perform physical activity associated with climbing poles, such as pushing, pulling, lifting and bending. Ability to lift, carry, and push up to 50 pounds and pull up to 75 pounds.

WORK ENVIRONMENT:

Primarily field environment.
