Job Description:

  • This requisition is contingent upon L3Harris winning the Aircraft Maintenance and Modification Services in Support of Presidential Helicopter contract.

  • The anticipated date of Contract Award is March 2025 with an anticipated start date of March 2025 .

  • The location for the performance of this program is Patuxent River, MD/Quantico, Virginia. Employee must be located on site.

  • Directs all phases of programs from inception through completion. Drives program execution in order to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocating resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

    Essential Functions:

  • Acts as the overall lead, manager, and administrator for the contracted effort.

  • Serve as the primary interface and point of contact with Government program authorities and representatives.

  • Oversees Contractor personnel program/project operations by developing procedures, planning, and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress.

  • Manages acquisition and employment of program/project resources and controls financial and administrative aspects of the program/project with respect to contract requirements as applicable. Ensures compliance with all sections of the NAVAIRINST 3710.1 and CNAFINST 4790.2 series.

    Qualifications:

  • Requires broad management and leadership knowledge to lead cross-department project teams or manage across the function. Typically has mastery within a specific technical area or broad expertise across multiple related job areas. Bachelor’s Degree with a minimum of 12 years of prior related experience. Graduate Degree with a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.

  • Must be able to obtain Top Secret Security Clearance in accordance with the NISPOM codifying 32 Code of Federal Regulation Part 117, NISPOM Rule.

  • Must be able to satisfy personnel security requirements for Yankee White access in accordance with the DoD Directive 5210.55 (Presidential Support Program) and DoD Instruction 5210.87 (Selection of DoD Military and Civilian Personnel and Contractor Employees for Assignment to Presidential Support Activities. A government requisite pre-screening checklist will be requested from all applicants considered.

  • Rotary Wing Experience

  • Project Management Professional (PMP) or Level 3 DAWIA Certification in Program Management
