Precise Systems, Inc. Foreign Military Sales Financial Analyst in Patuxent River, Maryland

We are currently seeking a Foreign Military Sales (FMS) Financial Analyst to support the USMC Light/Attack Helicopter Program Office in Patuxent River, Maryland. The FMS Financial Analyst will provide Foreign Military Sales (FMS) Case support to the PMA-276 FMS Team.

Functional Description: Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance. Conduct quantitative analyses of information affecting investment programs of public or private institutions. Proficient in NERP, Appropriation Types and the Common Spend Plan Tool

Responsibilities Include:

  • Develop estimates for Price and Availability (P&A), Letters of Offer and Acceptance (LOA); provide recommendations for the development of P&A data; and provide estimate information on individual case elements.

  • Input data into the Defense Security Assistance Management System (DSAMS) for P&As, LOAs, Amendments, and Modifications.

  • Provide the program office support in developing National Security Agency (NSA) Authorization to Sell Letters, 36(b) Congressional Notification Letters, Non-Recurring Costs Letters, Missile Technology Control Regime (MTCR) Remarks, Anti-Tamper Remarks, and Yockey Waivers.

  • Perform financial management support including development of pre-case pricing data; preparation and execution of financial documents in the various case management and financial systems; providing financial analysis of FMS, potential FMS and ICDP programs; tracking funds commitments, obligations and expenditures; assisting in the development and presentation of financial briefing materials; developing and maintaining a financial status report; and reconciling FMS cases in preparation for closure.

  • Travel to potential foreign customer countries to provide program and financial management support and assistance for site surveys, meetings, and reviews. Limited hostile or remote location travel may be required.

    Required Education: Bachelor’s degree or allowable substitutions. Allowable substitutions include an Associates degree plus two (2) years of additional work experience OR Four (4) years of additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s degree.

    Required Experience: Three to ten years of experience performing duties described in the functional description.

    Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
