We are currently seeking a Financial Management Analyst, Senior to support The Light/Attack Helicopter Programs Office (PMA-276) in Patuxent River, Maryland. The Financial Management Analyst, Senior will provide financial support to the PMA-276 Budget Financial Manager.

Functional Description: Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under the direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.

Tasks will include, but are not limited to the following:

  • Use the Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Program Budget documents, and other data visualization tools to conduct program level analysis (and provide recommendations) for Spend Plan Identification Number (SPID) accuracy, execution feasibility, and risk identification

  • Provide omnidirectional communication between H-1 Program Managers (PM) and Budget Financial Managers (BFM) based on conducted financial analysis

  • Maintain a program-level, financial status knowledge to assist BFMs and Program Managers during the planning and execution phases

  • Coordinate with BFMs and PMs during Department of Navy (DON), Office of the Secretary of Defense (OSD), and President’s Budget (PB) budget review cycles

  • Utilize Navy Enterprise Resource Planning (ERP) to ensure Total Obligation Authority (TOA) and documents needing attention are accurate within CSPT

  • Link SPIDs to Purchase Requests after funding documents are created/executed and adjust SPIDs accordingly

  • Assist IPTs in preparation of charts and input for briefings in support of weekly spend plan reviews, monthly financial reviews, and various other program briefings/drills

  • Utilize excel or other data visualization tools to provide updates to the IPTs as needed

  • Attend various meetings to include Spend Plan Reviews, Contract Status Meetings, BFM/Contracts review, Common Spend Plan Tool Stakeholder meetings and other meetings as necessary

  • Provides support with a variety of management activities, corporate initiatives, special projects, and data calls, which could have significant impact on the organization

    Required Education: MS or MA degree in a business, management or relevant technical discipline.

    Allowable Substitution: Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree. OR Associate’s Degree plus four (4) years of additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree. Six (6) years of additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

    Required Experience: Must have a minimum of ten (10) years of experience performing duties described in the functional description.

    Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.

Required Skills
