JOB OVERVIEW

This position involves administrative and supervisory responsibility for the safe, efficient and secure operation of the county adult correctional facility including the safety and security of all staff, contracted employees, vendors, visitor and inmates. This position is also responsible for the custody, classification, discipline, programs, booking and release of all inmates assigned to the county adult correctional facility. Work is performed under the direction of the Corrections Director and is responsible for facility operations in the absence of the Corrections Director.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES

Promotes a diverse, culturally competent and respectful workplace.

Collaborates with the corrections director, elected officials, law enforcement agencies, attorneys, judges and community services providers to decrease recidivism and improve public safety. Confers with members of the public and the criminal justice system to discuss and resolve any issues that impair the effectiveness and efficiency of the county adult correctional facilitys operations.

Assists the county courts, attorney offices, community corrections and law enforcement agencies and private service providers in advocating for and developing alternatives to incarceration. Monitor the effectiveness of reentry services in reducing recidivism rates for inmates admitted to the adulty correctional facility.

Develops and recommends new and revised rules, policies, and procedures to respond to changes in operational or program needs, objectives, and priorities consistent with the Countys mission, relevant federal, state and local laws, licensing requirements, and nationally recognized correctional standards. Participates in the annual review of each facility policy and procedure to ensure the correctional center meets or exceeds its established standards, goals and objectives.

Implements a classification system that identifies appropriate housing based on security classification, assesses risk to the facility and public, informs on inmate strengths and deficits for targeted interventions based on evidence based practices.

Establishes a staffing plan, submits position requests, justifications and ramifications to meet the daily operational needs of the facility that meet or exceed established laws, due process requirements or recognized best practices for correctional facilities.

Monitors and assesses the hiring, training, development and supervision of all corrections, booking, classification, program, medical, mental health or contractual staff or volunteers. Develops performance evaluation standards and procedures to provide information to subordinates on the expectations of individual work performance and to ensure complete and objective appraisal of a subordinate's performance.

Manages employee production levels, training needs and appropriate personnel actions such as promotions, disciplinary actions, status changes, separations, and grievance dispositions. Assigns and supervises all employee investigations not involving criminal activities.

Conducts internal audits, procedural assessments and systems checks to ensure that all staff are compliant with established standard operating procedures or nationally recognized correctional security standards.

Collects and analyze data to formulate a strategic plan that incorporates short and long term goals to enhance public safety and the safe and efficient operation of the adult correctional facility. Prepares budget justification based on collected data, forecasted trends and research that identifies best practices or methods that address identified inmate needs and achieve the long and short term goals of the facility.

Ensure internal, external and independent inspections and audits are completed and corrective action is taken to immediately resolve any deficiencies in a timely manner.
