Steele County Director of Human Resources in Owatonna, Minnesota

Under the direction of the County Administrator, the Director of Human Resources is responsible for overseeing the daily operations and personnel engaged in the planning, formulation, recommendation, implementation and maintenance of human resource programs, systems and services. The Director of Human Resources monitors County compliance with administrative and HR policies, procedures and to assure adherence to laws, rules and regulations, and provides direction to County executives, department heads and supervisors with respect to human resource and employee relation programs, policies, procedures, compliance issues and human resource initiatives; administers and manages the County s employment process; benefits administration; performance management program; classification program; employee training and staff development activities. Other responsibilities include, but are not limited to: Serves as an advisor and strategic partner to the County Administrator and provides direction and/or advice to County managers and/or employees on various human resource and employee relations issues, policies, procedures, compliance issues, laws, rules, and or guidelines. Administers the classification and compensation programs of the County. Manages, directs and oversees the employment process and functions for the County. Investigates, plans for and implements new technologies and procedures in the enhancement and administration of HR programs. Represents the County at personnel related hearings. Manages and oversees staff development and training programs/activities. Supervises HR office personnel. Compiles, summarizes and prepares various county, state and/or federal reports. Performs other duties of comparable level or type as required.
