Overview

This position resides in the Special Initiatives (SI) team, which oversees special products delivered to market, with a specific focus on the Canada Emergency Business Account (CEBA) program. When you join our team, you’ll be supporting the program that brought funding to over 890K businesses on behalf of the Government of Canada. The SI team provides program management oversight and support, including liaising with external partners and providers who facilitate delivery of programs, managing program risk, partnering with a variety of internal stakeholders including finance operations and technology, as well as working with external stakeholders to ensure programs are meeting the needs of Canadian businesses as determined by the Government of Canada. The loan application process has closed and now the team is working on repayment, collections, and longer-term loan administration.

The Technical Analyst role will work collaboratively with stakeholders, including leadership, technology, business subject matter experts, consultants and multiple service providers to achieve business outcomes and ensure overall team success.

This role will provide technical oversight and governance for the design, build, and implementation of solutions providing technical support, guidance, and advice for technical/software development related activities in the support of the delivery and operations of CEBA services. This includes all aspects of the solution with multiple integration points including call center, web portal, email communications, data file transfers, loan transfer process & CRA case management, payment process, reporting, Identity and Access Management (IAM), EDC loan accounting, and Canada Account Reporting.

This role will work with various EDC internal and external teams including 3 rd party service providers, Government partners, and EDC teams, including but not limited to, procurement, legal, security, architecture, technical operations, and delivery.

Key Responsibilities

  • Broker relations between EDC teams and 3 rd party provider(s), providing governance and support to ensure EDC’s non-functional requirements (including security policies), guidelines and standards are adhered to.

  • Work with the CEBA technology team providing oversight, advice and direction in the planning and delivery of solutions applying the appropriate, priority, pacing and risk management with a focus on technology, enterprise architectural alignment, security, and content management.

  • Conduct and participate in artifact reviews. Obtain EDC Architecture Review Board (ARB) and other approvals as required.

  • Broker and coordinate security risk reviews and 3 rd party reviews.

  • Lead integration solutions for CEBA where the EDC ecosystem is affected, in partnership with 3 rd parties and EDC teams.

  • Provide input and as required, approvals on testing, releases, and deployments.

  • Assist and provide operational support for the CEBA ecosystem taking a lead role where EDC resources, systems, processes are impacted.

  • Adapt to Agile SDLC processes.

  • Participate in CEBA huddles and meetings and take on program tasks as needed.

  • Work closely with program stakeholder teams to align work, and identify and mitigate risks and issues.

  • Participate in problem solving, fact finding, decision making and follow up on technology issues, incidents and solutions. Identify opportunities for improvement across the program.

  • Proactively identify opportunities for process, systems, and other efficiency improvements.

  • Work effectively in the team and contribute to team effectiveness through personal style.

  • Provide input into any technology related contracts as part of overall vendor management activities, both current and future.

  • Oversee and ensure vendor performance meets required levels and any variances are identified and addressed.

Skills & Competencies

  • Technology – Ability to lead and advise the system development and implementation of cloud services and on-premises systems leveraging industry best practices. Demonstrated solution architecture experience in proposing, defining, reviewing and approving designs at the conceptual and detailed levels. Demonstrated application of technical problem solving and analytical tools and techniques.

  • Teamwork & collaboration - Experience working with other teams (internal or external) to deliver solutions.

  • Vendor management - Ability to build strong collaborative relationships with vendors and third parties, and provide input into contracts, SLAs and performance monitoring.

  • Leadership - Demonstrate strong technical leadership skills in guiding and mentoring diverse technical teams both in-person and remotely.

  • Effective Communication skills - Strong communicator who can deliver key technical information and influence a diverse group of stakeholders (from developers up to executive leadership).

  • Problem-solving - Strong analytical ability with demonstrated application of technical problem solving and analytical tools and techniques. Ability to identify issues and risks and provide options analysis.

  • Agility – Ability to lead individuals through uncertainty, while inspiring a culture of change, risk taking and launch & learn.

Screening Criteria

  • Passionate about technology and EDC’s mission

  • Undergraduate Degree with a specialization in Technology, or equivalent

  • Relevant experience in agile delivery, leading / coaching teams of developers / software engineers (onshore and offshore).

  • Vendor management experience in large complex programs.

  • Minimum 7-10 years’ experience in IT systems development, full software Lifecyle or related experience.

Assets

  • Solution architecture and technology experience in large programs and operations

  • Understanding of EDC technology landscape, players and processes, Cybersecurity/IT security

  • Experience with financial services, products, loans, etc.

Location

  • Export Development Canada is a hybrid work environment.

  • This role may be performed from EDC’s headquarters in Ottawa, or from the Community Hub in Montreal or Toronto

Salary Range

  • Tech Lead 18: Salaries are based on qualifications and experience and typically range from $92,355 - $123,140 plus performance-based incentive
