Kratos is seeking an experienced mid-career Proposal Manager to support development and preparation of winning proposals focused primarily in the area of simulation and training systems for DoD and allied customers. The successful candidate will have a solid base of experience in product/service acquisition across the U.S. armed services and preferably including Australian and Middle Eastern military customers. The successful candidate will also have experience concurrently managing multiple proposals ranging from major competitive bids to sole-source proposals for existing accounts.

Daily/weekly business rhythm includes interfacing with Capture Leads to develop and produce RFI responses and pursue/bid briefings; working with functional organizations (Engineering, Manufacturing, Finance, Operations, and Contracts) and partner companies to plan, develop, and produce high-quality compliant proposals, quotes, and budgetary estimates; and working with the Business Development leadership team to support process improvement and consistent execution of disciplined proposal processes.

Required Experience:

  • Review and analyze RFPs and related documentation

  • Develop kickoff/milestone review packages and participate in planning and execution of capture strategies

  • Lead teams of technical/functional SMEs with multiple competing priorities to develop, produce, and deliver proposal documentation that is clear, compelling, and 100% compliant

  • Proven successful track record of proposal management for DoD programs

  • Manage the full range of proposal life-cycle activities from pre-RFP pursuit approval through contract award

  • Support development of Capture Plans, to include intelligence/data collection, win strategy development, and proposal resource planning

  • Analyze solicitation documents; develop proposal management plans, compliance matrixes, volume outlines, schedules, themes and discriminators

  • Manage technical, management, past performance, and cost/admin volumes/sections

  • Provide proposal coordination to include managing data requests, technical experts and subcontractors; development of templates for data collection; and ensuring schedule adherence

  • Direct proposal production including publishing, reproduction, and quality control checks

  • Assist in post-submission support including oral presentations, evaluation notice responses, proposal revisions, and contract negotiations

  • Develop and produce other technical and marketing materials

  • Maintain proposal libraries and reference materials

  • Seven years of job-related experience is required

  • Successful track record of winning large-scale ($50M+) opportunities for U.S. DoD and allied customers

  • Highly proficient in MS Word, Excel, PowerPoint, Project, and Adobe Acrobat for preparation of proposal documents and gate review briefings

  • Able to work in a fast-paced environment with demonstrated ability to calmly manage multiple competing tasks

  • Familiarity with U.S. government contracting processes and DoD new business/capture life cycle

  • Proficient in proposal planning, scheduling, coordination, and meeting facilitation

  • Strong technical writing/editing and document management skills

  • Strong problem-solving and interpersonal skills

Desired Skills and Experience

  • Ability to obtain a DoD clearance

  • Familiarity with CRM tools (e.g., Salesforce)

  • Experience supporting development of the full range of proposal artifacts including cost estimates, statements of work, and integrated master schedules as well as proposal volumes.
