Orlando Utilities Commission IT Security Architect in Orlando, Florida

OUC - The Reliable One , an industry leader and the second largest municipal utility in Florida committed to serving the community and the environment, is presently seeking an IT Security Architect to join the Technology division.

We are looking for a dynamic and technical professional to design, maintain, audit and upgrade the OUC’s digital security systems to ensure they are able to thwart malware, hacker intrusions and Denial of Service attacks.

In this role, you will partner with other cybersecurity staff and stakeholders to support the design, development, and deployment of secure solutions by understanding the technical aspects of the business problems and to provide technical guidance across many different technology stacks and platforms.

The ideal candidate will have:

  • Bachelor`s degree in Computer Science, Information Technology and Management, Information Systems, or closely related technical field of study from an accredited college or university (required).

  • Minimum of seven (7) years of directly related information technology security experience to include four (4) years of Information Security architecture development and administration experience in large-scale networks, routing protocols, and network security components (required).

  • Working knowledge in cloud computing, mobile device security and identity management (preferred).

  • Experience with scripting languages such as Python, PowerShell, and Bash (preferred).

  • Certifications including Security+ and Networking+, CISSP certification, VMware, Microsoft (preferred).

  • Interpersonally savvy; relates openly andcomfortably with diverse groups of people.

Salary Range: $112,674.78 - $140,844.34 annually (based on experience)

Job Purpose:

The Security Architect designs, maintains, audits and upgrades the OUC’s digital security systems ensure they are able to thwart malware, hacker intrusions and Denial of Service attacks. This role partners with other cybersecurity staff and stakeholders to support the design, development, and deployment of secure solutions by understanding the technical aspects of the business problems and to provide technical guidance across many different technology stacks and platforms. As a member of the Digital Security Team, the Security Architect functions as a strategic thought leader and subject matter expert for cybersecurity by identifying gaps in capabilities, evaluating new tools, and working with senior leadership to provide solutions tailored to meet the evolving trends in cybersecurity threats.

Primary Functions:

• Plans, researches and manages security for IT systems infrastructure (including cloud) architecture and design. Leads security initiatives to support the accomplishment of the commission’s digital technology vision.

• Collaborates with department leadership to define and maintain security guidelines and corporate standards using an intelligence and threat-driven defense model. Partners with Legal and Audit teams to define technical and regulatory requirements for security tools.

• Engages in the design and execution of security related strategic plans and partner with other cyber security teams to define and document the short term and long term vision for and roadmap digital security. Gains organizational commitment for such information security plans.

• Maintains in-depth knowledge of organizational strategic priorities related to risk and security. Identifies and communicates key risks and security posture to senior leadership.

• Determines security protocols by evaluating business strategies and requirements and reviews system security measures to implement necessary enhancements.

• Conducts regular tests for vulnerabilities and monitors network security by developing and implementing test scripts.

• Defines and implements metrics to track and improve adoption and efficiency of the operational security tools. Identifies trends and gaps and recommends solutions.

• Represents Security Architecture within the overall Enterprise Architecture, provides technical leadership and consulting across the organization including strategic recommendations and project planning.

• Participates in meetings with vendors, customers, management, and engineers to provide technical guidance and expertise and partners with stakeholder groups to understand cyber Requirements, and create optimal solutions.

• Oversees security equipment and software installations and configurations. Creates cyber system design packages and updates master documentation to reflect as-built configurations.

• Initiates and leads information security related implementations and upgrades. Evaluates new security tools and negotiates purchase agreements.

• Mentors team members, builds and contributes to communities of excellence, creates and updates the repository of knowledge for best practices, system security vulnerabilities and threats.

• Develops and maintains the high-level plan for the overall logical and technical architecture of the enterprise security postures.

• Participates in planning and estimation exercises, and in cyber incident response drills.

• Provides support for critical digital security problems, partners with digital security team to ensure prompt response to security incidents and provides thorough post-event analyses.

• Develops requirements for local area networks (LANSs), wide area networks (WANs), virtual private networks (VPNs) routers, firewalls and related security and network devices

• Prepares system security reports by collecting, analyzing and summarizing data and trends to ensure timely and cost effective project timelines for systems implementation and upgrades.

• Updates job knowledge by tracking and understanding emerging security practices and standards, participating in educational opportunities, reading professional publications, and participating in professional organizations

• Performs other duties as assigned.

Technical Requirements:

• Working knowledge of all, but not limited to the following:

o IT security architecture and design

o DLP, SIEM, multi-factor authentication

o Cloud computing and mobile device security.

• Expert understanding of network security, network hardware configuration, network protocols, network standards.

• Ability to communicate complex messages in a simple, clear and concise manner to a diversified population and at all levels of our organization.

• Ability to solve complex technical and integration issues with creative and secure solutions.

• Ability to build and maintain relationships across business units.

• Understand risk management frameworks.

• Have a passion for security, the drive to share expertise, and the ability to collaborate and help teams deliver solutions that meet our business goals while protecting the confidentiality, integrity and availability of information systems and our data.

• Ability to work with all levels of internal and external clients. Willingness to collaborate with subject matter experts and team members to complete projects and other business deliverables.

• Experience with identifying problems and creating proactive steps to resolve the problems in a way that avoids adverse impact of issues.

• Ability to deliver projects and all deliverables with the utmost accuracy and attention to detail.

• Capable of managing several tasks, projects and client deliverables effectively, efficiently and on time.

• Highly proficient in security, risk and compliance concepts, processes and able to execute existing patterns.

• Thorough knowledge of new and emerging technologies, well versed in IT concepts, strategies and methodologies, as well as security aspects of multiple platforms, operating systems, software, communications and network protocols.

• Strong negotiation, facilitation and consensus building skills; strong oral and written communication skills; able to present to senior contributors and management.

• Demonstrated expertise in Cyber Security Operations and expert experience in one or more areas of Cyber Security: Intrusion Detection and Mitigation, Network Defense, Network Traffic Analysis or Operating System Security, Forensics, Incident Response, or Malware Analysis and Reverse Engineering.

Education/ Certification/ Years of Experience Requirements:

• Bachelor`s degree in Computer Science, Information Technology and Management, Information Systems, or closely related technical field of study from an accredited college or university (required).

• Minimum of seven (7) years of directly related information technology security experience to include four (4) years of Information Security architecture development and administration experience in large-scale networks, routing protocols, and network security components (required).

• Experience with mobile device security management to include the configuration and administration of mobile manager applications (preferred).

• Experience with scripting languages such as Python, PowerShell, and Bash (preferred).

• Experience with software development (preferred).

• CI/CD Implementation experience (preferred).

• Certifications including Security+ and Networking+, CISSP certification, VMware, Microsoft (preferred).
