Orlando Utilities Commission Energy Specialist in Orlando, Florida

In this role, you will be responsible for activities related to logistics for purchasing, transporting, and delivering coal, natural gas, and diesel for fuel consumed by OUC’s electric generation plants. The ideal candidate will have a minimum of three (3) years of experience performing financial analysis, preferably in the utility/energy industry.

The ideal candidate will have:

  • Bachelor’s degree in Engineering, Business Administration, Finance or related area of study from an accredited college or university; In lieu of a degree, equivalent combination of education and directly related experience as outlined below may be substituted.

  • Minimum of three (3) years of experience in performing financial analysis (required); preferably in utility/energy industry.

  • Experience in trading and scheduling utility commodities (preferred)

  • Valid Driver’s License

Salary Range: $87,376.51 - $109,220.93 annually - commensurate with experience

Job Purpose:

Performs activities related to logistics for purchasing, transporting, and delivering coal, natural gas, and diesel for fuel consumed by OUC's electric generation plants. Prepare and monitor coal-related logistic performance trends to ensure OUC maintains adequate inventory levels. Review and process invoices, maintain data base, prepare Commission fuel ratification agenda items, and other fuel-related reports for support of internal and external customer needs. Monitor, report, and recommend financial hedge transactions.

Primary Functions:

  • Manage logistics of all OUC owned and leased coal trains daily;

  • Trade and schedule natural gas for OUC's contract gas units;

  • Manage and input data into the database for natural gas and coal;

  • Create reconciliation reports for natural gas monthly;

  • Prepare and analyze long-term coal model and coal train needs for OUC;

  • Process all coal trains, track all tonnage and send various reports internal and external;

  • Approve and code natural gas and coal invoices for payment through OUC’s Accounts Payable and invoicing systems;

  • Prepare Hedging reports for management;

  • Manage track repairs, track cleaning, track scale certification, and signal maintenance;

  • Prepare and Energy Information Administration (EIA) report 923 information for coal, gas, and oil through their website;

  • Prepare and send monthly reports for coal and natural gas to Accounting;

  • Prepare commission agenda items for fuel related purchases monthly;

  • Purchase long-term and short-term coal for OUC power plants;

  • Analyze bids for various coal purchases and Request for Proposals (RFPs) for the fuels department;

  • Create fuel reports for Florida Energy Marketing (FEM) daily;

  • Prepare coal quality adjustments based on analysis of delivered coal;

  • Prepare coal inventory and train status report for internal OUC employees;

  • Update train shipment sheet for external coal analysis company;

  • Review coal contracts;

  • Prepare and analyze coal delivered spreadsheet for management;

  • Prepare bid and arrange order of diesel fuel for OUC owned power plants as needed;

  • Build and maintain collaborative partnerships within the team and across the commission;

  • Proactively solicit input of others when making decisions and seek to obtain buy-in from colleagues for key decisions;

  • Identify opportunities to serve as a resource to others; openly share information and subject matter expertise with the team;

  • Propose process improvements to enhance their own, team, department, and/or organization’s effectiveness.

  • Keeps abreast of changes in the market trends and industry best practices and shares with team to enhance knowledge and process efficiencies;

  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge of all, but not limited to, the following:

  • Coal and Gas Invoice Processing;

  • Coal Analysis;

  • Coal Inventory Forecasting;

  • Hedging Reports;

  • Finance and Business;

  • Familiarity with all, but not limited to, the following:

  • Utilities Industry and Operations;

  • Market of Natural Gas;

  • Software applications (FGT scheduling system, CSX customer scheduling system (Ship CSX);

  • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;

  • Ability to make arithmetic computations using whole numbers, fractions and decimals, compute rates, ratios and percentages;

  • Understand and apply governmental accounting practices in the maintenance of financial records;

  • Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Education/ Certification/ Years of Experience Requirements:

  • Bachelor’s degree in Engineering, Business Administration, Finance or related area of study from an accredited college or university; In lieu of a degree, equivalent combination of education and directly related experience as outlined below may be substitutable;

  • Minimum of three (3) years of experience in performing financial analysis (required); preferably in utility/energy industry;

  • Experience in trading and scheduling utility commodities (preferred);

  • Experience in foundational understanding of electric utility generation function (i.e. heat rate, MWh, mmbtu), (preferred);

  • Special training to be completed within first six (6) months of hire:

  • Ship CSX (railroad scheduling system)

  • Florida Gas Transmission (FGT) natural gas scheduling system

  • Valid Driver’s License

This job requires sitting, walking, standing, climbing (i.e. stairs, hills, ladders, etc.), repetitive motions, and may lift up to twenty (20) pounds. This job requires speaking and hearing, reading, writing, typing, detailed inspection, and may occasionally drive a company vehicle.
