U.S. Army Contracting Command CONTRACT PRICE/COST ANALYST in Orlando, Florida

About the Position: The position is located in the Army Contracting Command in Orlando, Florida. ACC-Orlando is a $2 billion acquisition agency and a contracting center of excellence focusing on customer satisfaction, innovative and flexible business practices. Responsibilities Serves as a Senior Cost/Price Analyst responsible for performing complex cost, price, and financial analysis in a procurement office. Analyzes contractor's projected estimated costs for reasonableness, reviewing in detail the direct and indirect cost elements of material, labor, overhead, general and administrative expenses. Provides detailed documentation on the contractor's methodology for arriving at the proposed cost of each element and recommends agreement or disagreement with the proposed amount. Prepares cost/price analysis report of findings, recommendations, and conclusions reached. Establishes the pre-negotiation pricing position, the final negotiation objectives, and/or conducts the final price negotiations. Monitor contractor's policies, procedures, and practices for estimating, forecasting, managing, and controlling contract costs. Evaluates contractor responsibility, analyzing the contractor's past performance, costs of previous procurements, and/or standards and other techniques in producing like or similar items. Evaluates the contractor's experience, production, and technical ability on current and previous orders as to manufacturing, tooling, engineering, research and development, overhead, general administrative expenses, and profit. Investigates the adequacy and soundness of the firm's credit and financial position, which requires an evaluation of financial statements, commercial credit reports, and loans and/or lines-of-credit to establish the contractor's financial capability. Forecasts price trends, economic factors, and efficiencies in production for future accounting periods using analytical techniques such as random sampling, computerized cost models, statistical graphs, learning curves, and improvement curves. Evaluates the effects on the cost of multi-plant operations, fluctuating production volume, engineering, tooling, preproduction costs, compensation, pensions, and purchasing practices. Provides support to the contracting workforce providing clarification and research of FAR, DFARs and AFARs, technical support on analysis techniques and reviewing and explaining contractor Excel workbooks Develops and provides training to the workforce on various topics, for example, FAR changes and requirements, and Cost/Price analysis techniques. Basic Requirement (IRO)for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1). Utilizing expert knowledge and interpretation of Federal law, departmental, agency, and local regulations, policies and procedures for cost and price methodology. 2) Examining and analyzing complex cost proposals submitted by contractors in connection with initial proposals, contract changes, and final settlements on contracts; 3). Establishing the pre-negotiation pricing position, the final negotiation objectives, and/or conducts the final price negotiations; 4). Monitoring contractor's policies, procedures, and practices for estimating, forecasting, managing, and controlling contract costs; 5). Evaluating contractor responsibility to analyze the contractor's past performance, costs of previous procurements, and/or standards in producing like or similar items. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
