Human Resource Coordinator

The following represents the areas of responsibilities in their functional areas:

HR Administration:

· Responsible for all aspects for up-to-date and compliant file management, to ensure that the Agency provides the utmost level of confidentiality and document retention, utilizing regulatory and OPWDD file retention/destruction guidelines.

· Create and file all required reporting data; for annual EEO reporting, monthly, quarterly, and annual compliance requests; weekly, monthly, quarterly HRC reporting; annual benefits open enrollment and other departmental reporting requirements.

· Provide services and support related to on-site fingerprinting services and other necessary administrative services - such as notary and administrative coverage within the department, when needed.

· Recommend, develop, and maintain human resources database(s), computer software systems and manual filing systems for human resources data.

· Provide assistance and follow-up on requests pertaining to company policies, procedures, and documentation.

· Responsible for routine audit of all regulatory posting requirements for all agency locations.

Benefits Administration:

· Become well-versed in the eligibility, structure, and administration of all employee benefits.

· Reconciles monthly benefit statements for payment to vendors.

· Responsible for understanding how and what Agency data feeds transmit to our benefit vendors and how our vendors interact with the data, to be able to efficiently audit the accuracy of the transmissions and troubleshoot issues if they arise.

· Act as data entry liaison for annual benefit open enrollment.

· Administer the COBRA process in its entirety, including tracking eligibility, issuance of required correspondence, billing and payments and record upkeep.

· Provide periodic representation in New Employee Orientation (NEO), by discussing new hire data processing procedures, agency benefit programs, etc.

Human Resources Information Systems (HRIS):

· Become confident and knowledgeable with all facets of employee data and earn status of a Datis 'power user' (expert in the functionality of all employee data entry and reporting in the HR spectrum).

· Gain the ability to successfully run all reports in the area of employee data - recruiting, compensation, benefits, payroll - and accurately provide for all data requests within and outside the HR department in a timely manner.

Recruiting & Staffing:

· Maintain and review receipt of all viable applications/resumes submitted by candidates and distribute to appropriate parties for further review and/or actions for job placement.

· Provide weekly staffing updates to appropriate management to facilitate recruiting/new hire process.

Payroll:

· Partner with the Business Office to successfully process weekly payroll tasks, such as creating and distributing routine new hire/termination reports and confirm additional information needed, such as PTO payout information, benefits/cobra billing, etc.

Employee Relations:

· Advise employees through various HR processes and answer general questions about policies and procedures and refer employees to other appropriate parties and document sources, when necessary.

· Assist with the process of developing a human resources module to enhance the current NEO schedule, by reviewing the current process of new employee orientation, recommending areas of improvement and suggestions for development of the orientation.

Other duties may be assigned. In addition, the HR Coordinator will attend all required training, staff development programs and committees and/or meetings as required by the agency and/or State and Federal regulations.

This position requires a three week notice of voluntary resignation.

EDUCATION and/or EXPERIENCE

Associate degree (A.A) or equivalent preferred with a minimum of three (3) year of experience in Human Resources/Benefits processes and administration environment, or a combination of education and experience that in the opinion of the reviewing agency that meets the standards of the department.

Ability to add, subtract, multiply, and divide using whole numbers, common fractions and decimals. Ability to compute rate, ratio, and percentage and to draw and interpret bar or line graphs.

COMPUTER SKILLS

Must be knowledgeable about Internet software, Microsoft Office components including Word, Office, Excel and PowerPoint. Knowledge of or the demonstrated ability to learn Human Resource systems.

CERTIFICATIONS, LICENSES, REGISTRATIONS

Must possess a valid NYS driver's license and an acceptable driving record. Successful completion of all required agency training.

INDEPENDENT JUDGMENT REQUIRED

Able to analyze and resolve routine human resource issues of moderate scope using independent judgment. Ability to prioritize work and keep detailed, accurate, confidential information. Ability to define problems, collect data, establish facts, and draw conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Requires discretion and independent judgment in the interpretation of approved policies and methods in relation to personnel on a day-to-day basis for all employees with long- and short-term implications and actively involved with administration in making recommendations for personnel policies and procedures.

INTERPERSONAL SKILLS REQUIRED

Very high degree of interpersonal skills to establish and maintain effective working relationships with employees and the public, including tact to handle sensitive matters. Must be able to deal with personnel matters in a confidential, objective, professional manner.
